PAUL, MINNESOTA 55101 August 3, 1984 Executive Director (612) 296 -2620 Please use the enclosed form to apply for your law enforcement agency's share of the funds which the POST Board distributes to each police and sheriff's department to help defray the costs of providing continuing education for licensed peace officers and constables. The legislature has made $900,000 available for this purpose. The amount per licensee should be about $160, but there may be some variation depending upon the number of claims. As in the past, you have 45 days in which to complete and return the application form. It must be signed by yourself as the chief law enforcement officer and by one other official who must be designated by resolution of your city council or county board. This year we are requiring you to attach a list of the peace officers and/or constables for whom you are seeking a share of the reimbursement funds. These officers must have been employed on July 1, 1984, and for at least eight of the preceding twelve months. No funds will be awarded for part -time peace officers, since continuing education is not mandatory for them, but you may submit the names of peace officers who are working part -time for your agency. You must indicate the approximate costs incurred by your agency during the period from July 1983 to June 1984. You are allowed to count all expenses related to continuing education, including the wages and allowances of officers who attended courses during their duty hours. Your calculation of expenses is important, since there can be no payment in excess of the actual costs. Be sure to detach and keep the canary - colored copy of your completed application form. Send all other copies to the POST Board, and we will finish the distribution of them. The POST Board will be seeking an increase in the amount of funds to be distributed in future years. We have a good case on the basis of the revenue that has come to the state from penalty assessment on fines. The information furnished on this application is classified as public data and public data not on individuals pursuant to the Minnesota Government Data Practices Act. You are not required by law to provide the information that is requested, but your local unit of government will not receive reimbursement unless you do provide it 2 The application must be completed and returned to the POST Board within 45 days of receipt in order to insure that your local unit will receive the reimbursement to which it is entitled. The Executive Director may grant a brief extension in an emergency, 3. The amount of reimbursement depends upon the number of peace officers and constables who are eligible in all local units Reimbursement will not be made to more than one local unit for the continuing education of the same licensee. 4. Reimbursement funds are disbursed only to defray the costs of providing POST - approved continuing education. Any other claim is unlawful and will result in denial of any reimbursement funds in future years It will also jeopardize the license of the chief law enforcement officer, and it will be grounds for criminal prosecution of the responsible public official. Pursuant to Laws of 1981, Ch. 341, § 1 and Minnesota Rules part 6700.1800, we hereby apply for reimbursement from the POST Board to help defray the expenses that our local unit of government has incurred in providing continuing education for its peace officers and /or constables during the past fiscal year (July 1 — June 30). We affirm that: 0 1. We are seeking reimbursement for the continuing education of peace officers and /or constables who were employed by this local unit for at least eight months of the 12 months of the past fiscal year; 2. The local unit has incurred the expense of making at least 16 hours of POST - approved continuing education available to each of these peace officers and /or constables,' 3. This local unit has employed 19 peace officers and constables under the conditions stated above. Attached is a roster of the peace officers and constables for whom reimbursement is requested. 4.
