84-134 Engineer Report Excelsior Parking RestrictionsNovember 2, 1984 • To: City Council and City Manager From: City Engineer Re: Report on Parking on Excelsior Avenue - 13th to 17th Avenue On September 18, 1984 the City Council received a complaint from a business on Excelsior Avenue. The nature of this complaint involved the use of Excelsior Avenue for all day parking. Discussion with the owner of the business indicated that the problem involved persons who used MTC busses and who left their cars on Excelsior Avenue for extended periods of time. The Council ordered an Engineers Report on the portion of Excelsior Avenue from 13th to 17th Avenue. In order to get a more accurate picture of the problem and the opin- ions of the people directly affected by any current or future parking regu- lations, a letter was sent to all the properties abutting Excelsior Avenue between 13th and 17th. (copy of letter attached). The types of use in this section are varied, including residential, commercial, schools and church. Written or verbal comments were requested. Although the response was less than 50%, the replies were helpful. As can be expected, views on parking will never be unanimous since each property has different parking needs. The recommendation will attempt to take these various views into account to accomplish the removal of the problem which initiated the request to the Council and at the same time not remove the possibility that cars can be parked in some sections for longer periods without adverse affect upon adja- cent property owners. Visual observation over the interval since the request for the report indicates that, with the exception of the original complaint, (Wagers, 1421 Excelsior Avenue West) the use of the street for all day parking is not a major problem. However, without some regulation this can change quickly simply by additional cars parking in unposted areas for long periods of time. This would probably result in similar complaints. The following tabulation lists the various uses and recommendations block by block from 13th to 17th. These recommendations are based upon the type of business and the response to the letter. This might result in the problem moving to another location where a similar objection could be raised. However, it could be tried and further implemented as needed. Respectfully submitted, k. John J. Strojan City Engineer North Side South Side Uses Recommendation Uses Recommendation October 12, 1984 CITY OF HOPKINS 1010 FIRST STREET SOUTH • HOPKINS, MINNESOTA 55343 • 612/935 -8474 Dear Property Owner, The City Council has been made aware that all day parking is taking place in some blocks on Excelsior Avenue West between 13th Avenue and 17th Avenue. This has been of concern to some businesses since this all day parking has been done continually in front of their place of business, particularly by MTC bus riders. Presently there is no daytime regulation of parking by time limit signs between 13th and 17th except for a school bus zone in front of St. Josephs Church and School. Therefore, under present conditions, it is possible to park during the day for any time period on Excelsior Avenue between 13th and 17th Avenues. However, there are many businesses in this section which rely upon turnover or short term parking. If long term park- ing is extensive, it can be detrimental to these businesses. We would like your help in this matter. In order to make a recommen- dation as to whether or not parking restrictions should be authorized by the City Council, we would like your comments as to the extent of the problem and your views on whether or not such parking restrictions are needed. A point to keep in mind in this matter is that any restrictions posted would apply to all vehicles whether owned by owners, employees, customers or visitors.
