The results of a 16 hour turning movement study at the referenced
intersection taken September 11, 1984 has shown that a traffic signal
warrant does not exist. Even when measured against the newly approved
one hour and four hour warrants the existing volumes fell considerably
short of requirements. A copy of the 16 hour study is enclosed.
Since the location does not meet warrant, it is our recommendation that
the device be removed and the intersection controlled by stop signs
placed on Minnetonka Mills Road only with 5th Ave. being designated the
through street.
However, since the roadway is being turned back to the city for
jurisdiction, the final disposition of the traffic signal will be at the
city's discretion. At the city's direction the county will either, 1)
remove the existing traffic signal and place stop signs on Minnetonka
Mills Road as recommended above, or 2) leave the existing traffic signal
inplace with full ownership and maintenance responsibility reverting to
the city at the time of official roadway turnback. In the event option
2 is exercised, the city will be fully responsible financially for any
immediate or future improvements deemed necessary to the traffic signal
system.
Please let me know the city's decision so that the turnback of the
roadway may proceed in a timely manner.

Re: Turnback County Road 18
(Oak Ridge Road /5th Ave No, Minnetonka Mills Rd & Washington Avenue)
Dear John:
New CSAH 18 is now open to full traffic usage and ih accordance with our
previous discussions the County has completed all requested restoration
work on Old County Road 18 and Milwaukee Street. At this time we wish to
complete the County Road 18 turnback to the City of Hopkins.
Attached is a sample resolution of concurrence approving both revocation
and change to city jurisdiction of County Road 18. Please submit this or
a similar resolution to the City Council for appropriate action, and upon
adoption return one certified copy to me.
The resolution also removes County Road 18 designation from Washington
Avenue. Part of Old Washington Avenue was reconstructed as frontage roads
for CSAH 18 and are now under City jurisdiction in accordance with
Agreement No. PW 29- 01 -76. The rest of Washington Avenue remains under
County jurisdiction as CSAH 18.
Following approval by the City Council and the County Board of
Commissioners the Old County Road 18 roadway and right of way will become
the responsibility of Hopkins.

near Mr. Strojan,
At your request I am sending you this letter to be discussed
at the next City Council meeting. The Pines Community Council
has brought up the issue of a "blind intersection" at the exit to
the Park and Excelsior Blvd. Due to ongoing problems re: this area
we feel something should be done to correct the problem before
anyone is hurt. A diagram will acompany this letter for further
verification. A lack of visability is created by trucks and cars
which are parking on Excelsior Blvd - too close to the Pines exit.
Those of us who are exiting the Park are unable to see the oncomming
cars on Exc. Blvd until we are already into traffic. As a Council
dedicated to the betterment of the Pines, we feel this problem could
be corrected by extending the yellow curbing at least another car
length and putting up a no- parking sign which could be seen even in
the winter when snow has covered the curb. We thank both you and
Mr. Lee Cooper for comming over right away to check out the situation
after our call and would appreciate any further help you could be in
this matter.
