PRELIMINARY /FINAL PLAT- MARKETPLACE & MAIN TOWNHOMES
Proposed Action
Staff recommends the following motion: Move to adopt Resolution RZ10 -5 recommending
approval of a preliminarplat for the Marketplace & Main Development townhomes.
Overview
Hopkins Honda moved to the former Knox site, and the relocation removed the entire Honda
line from downtown Hopkins. The area occupied by Honda between Sixth , and Eighth
Avenues is available for redevelopment and was purchased by The Cornerstone Group.
In 2007 a preliminary /final plat and site plan were approved for The Cornerstone Group for a
condo /townhome /retail development. The triangular area on the north side of Mainstreet
between Sixth and Seventh Avenues was proposed to be townhomes. The site plan for the
townhouse site expired after one year.
Marketplace Holdings, Inc., (The Beard Group) has purchased the site, and is now asking for
a replat and site plan approval for the townhouse site.

Do the lots meet the zoning requirements?
What are the specifics of the plat?
Does the proposed plat meet the subdivision requirements?
Will a park dedication fee be required?

Primary Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The zoning of the property is B -3, General Business. An overlay zoning of PUD was placed
on this site. This PUD overlay zoning allows flexibility in the uses and site development.
The Comprehensive Plan has designated this site as Commercial. The base zoning will
remain.
• Do the lots meet the zoning requirements?
A lot in the B -3 district is required to have a minimum size of 3,000 square feet. The parcels
have an overlay of PUD which allows flexibility in the zoning requirements.
• What are the specifics of the plat?
The lot will be divided into two blocks with one block having three lots and the other having
four lots. Each townhome will own the land beneath the townhome. The common areas will
be an outlot.
• Does the proposed plat meet the subdivision requirements?
The plat as proposed meets the subdivision requirements.
• Will a park dedication fee be required?
A park dedication fee will be required. The fee will be collected when the plat is submitted
for signatures. The fee is $800 per unit.
Alternatives
1. Recommend approval of the preliminary plat/final plat. By recommending approval of
the preliminary /final plat, the City Council will consider a recommendation of approval.
2. Recommend denial of the preliminary /final plat. By recommending denial of the
preliminary /final plat, the City Council will consider a recommendation of denial. If the
Planning Commission considers this alternative, findings will have to be identified that
support this alternative.
3. Continue for further information. If the Planning Commission indicates that further
information is needed, the item should be continued.
