CR 10-075 Prelim/Final Plat 15 8th Ave N__: N0PKINS July 28, 2010 _ __ Council Report 10-75 PRELIMINARY/FINAL PLAT —15 EIGHTH AVENUE NORTH Proposed Action Staff recommends the following motion: Move to adopt Resolution 10-43, approving_a preliminary/final plat for the Hopkins Health & Wellness Center. At the Zoning and Planning meeting, Mr. Kuznia moved and Mr. Datta seconded a motion to adopt Resolution RZ10-11, recommending approval of a preliminary/final plat for the Hopkins Health & Wellness Center. The motion was approved unanimously. Overview Hopkins Health & Wellness Center is proposing to construct an addition to the north side of the existing building. The property where the addition is to be located was platted with the Marketplace and Main development, and the property where the existing building is located was platted with the redevelopment of this site. The subject property is now proposed to be combined as one lot with the construction of the addition to the Hopkins Health & Wellness Center. The proposedaddition will be two stories, and if the parcels were not combined, it would cross the existing lot lines. The zoning of the property is B-3, General Business. The Comprehensive Plan has designated this site as Commercial. The proposed uses will comply with both documents. • Do the lots meet the zoning requirements? A lot in the B-3 district is required to have a minimum size of 3,000 square feet. The new parcel will be 23, 696 square feet. • What are the specifics of the plat? There currently are two lots; one is the Kakach plat on which the existing building presently sits. The second lot is the empty lot, which is part of the Marketplace and Main plat. The two lots will be combined into a new plat, Happy Valley Addition. • Does the proposed plat meet the subdivision requirements? The plat, as proposed, meets the subdivision requirements. • Will a park dedication fee be required? A park dedication fee will be required. The fee will be collected when the plat is submitted for signatures. • What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed plat. The public hearing was opened at 6:45 p.m. Dave Carlson appeared before the Commission. Mr. Carlson asked if the project included a 15 -foot strip of property along the HCRRA property. The public hearing was closed at .6:50 p.m. Alternatives 1, Approve the preliminary plat/final plat. By approving the preliminary/final plat, the two lots will be combined into one lot. 2. Deny the preliminary/final plat. By denying the preliminary/final plat, the lots will remain as is. If the City Council considers this alternative, findings will. have to be identified that support this alternative. 3. Continue for further information. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on July 27, 2010: all persons present were given an opportunity to be heard; and 3. That the written comments and analysis of City staff were considered. NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary/final plat SUBD10-1 is hereby approved based on the following Findings of Fact: 1. That the preliminary/final plat meets the subdivision requirements. BE IT FURTHER RESOLVED that application for preliminary/final plat SUBD10-1 is hereby approved based on the following condition: 1.
