Subject: Off -sale Liquor
The City has been approached by several off -sale liquor licensees regarding changing the
closing time for off -sale liquor sales.
Currently off -sale liquor establishments must close by 8:00 p.m., Monday through
Thursday and 10:00 p.m. Friday and Saturday.'
State law allows off -sale liquor establishments to remain open until 10:00 p.m. Monday
through Saturday.2 However, state law also allows municipalities to further limit the hours
of sales.3
Minnetonka and St. Louis Park allow off -sale liquor establishments to remain open past
8:00 p.m. Edina has municipal liquor stores which have the same hours as Hopkins.
Closing hours in Minnetonka and St. Louis Park vary. Texas Tonka Liquor (Mtka Blvd and
• Texas) is open until 10:00 p.m. during the week. US Liquor, Trader Joe's, Pairings and
Vintage Liquor (Hwy 7 and Texas Ave) are open until 9:00 p.m. Glen Lake Wine and
Spirits, Sundial Wine and Spirits (Shady Oak Road), and Knollwood Liquor close at 8:00
p.m.
Representatives of off -sale liquor establishments in Hopkins will be at the Worksession to
discuss this issue.
' Hopkins City Code Section 1200.46, Subd. 5. Intoxicating liquor; off -sale. No sale of intoxicating liquor may be
made by an off -sale licensee:
3. after 8:00 p.m. on Monday through Thursday and after 10:00 p.m. on Friday and Saturday. An off -sale licensee
may sell intoxicating liquor until 10:00 p.m. on December 31 and July 3, and on the day preceding Thanksgiving
day, unless otherwise prohibited.

No sale of intoxicating liquor may be made by an off -sale licensee:
(2) before 8:00 a.m. or after 10:00 p.m. on Monday through Saturday;

• A municipality may further limit the hours of on and off sales of alcoholic beverages, provided that further restricted on -
sale hours for intoxicating liquor must apply equally to on -sale hours of 3.2 percent malt liquor. A city may not permit
the sale of alcoholic beverages during hours when the sale is prohibited by this section.
