MEMORANDUM
TO:
Honorable Mayor and Hopkins City Council Members
FROM:
Kersten Elverum, Director of Planning & Development
DATE:
June 17, 2010
SUBJECT:
Minnehaha Watershed District Agreement
A discussion has been scheduled for the June 22, 2010, work session to outline the roles
and responsibilities of the City’s partnership with the Minnehaha Watershed District as it
relates to Blake Road Corridor redevelopment. It is anticipated staff will have a draft
agreement to share with the Council at the work session. The basic conditions of the
agreement, which are tied to the acquisition of property by the District, are envisioned as
follows:
Met Council lift station will not be allowed to be located in the flood plain
Storm water treatment will be accommodated and paid for by the City of Hopkins
Minnehaha Watershed District will have a role in the park design
Additional property acquisition including duplexes will be addressed
City agrees to move beyond Blake Road Small Area Plan to create a bigger vision for the
area
Staff will be meeting with District representatives after this memo is distributed. Any additional
information coming from that meeting will also be shared. It is anticipated that an agreement, in
the form of a Memorandum Of Understanding, will be brought to the Council for consideration
in July.
