Award of Contract for Dow Towers Elevator Project
Proposed Action
Staff recommends approval of the following motion: authorize adoption of Resolution
471 and award the contract to Schumacher Elevator for the Elevator Modernization
Project at Dow Towers.
Overview
The Hopkins HRA has been awarded a loan of $200,000 from Minnesota Housing
Finance Agency for Elevator Modernization at Dow Towers. Additional funds for the
project were allocated from the 2009 and 2010 Capital Improvements Funds in the
amount of $89,160 from the Department of Housing and Urban Development and
proceeds from the sale of land at 201h Avenue South. The funds are approved to be used
to modernize the elevators at Dow Towers and to allow for modifications related to the
Elevator code changes in the upcoming year. The HRA has solicited bids for the elevator
modernization project. Four different contractors completed bids. The apparent low bid
from All City Elevator was incomplete and did not address all of the requested items.
• Staff is recommending the contract be awarded to Schumacher Elevator. They were the
lowest responsible bidder for the project, and their bid addressed each item the HRA had
included in the specifications.

Primary Issues to Consider & Analysis
What is the scope of work?
The scope of work includes modernization and upgrades of the Two Hydraulic Elevators
at Dow Towers.
Is the project within the proposed budget?
Yes. Our estimate for the project prior to receiving bids was $450,000. The HRA will
receive a special forgivable public housing loan of $200,000 from Minnesota Housing
Finance Agency. In addition, the HRA will utilize the remaining 2009 and 2010 Capital
Funds from HUD of $89,160. The balance of the project cost will be paid from the
proceeds of the sale of land on 20th Avenue South.
Low bid from All City Elevator was incomplete.
The bid received from All City Elevator was not complete. They did not provide all the
necessary bid information on the bid to determine that they would complete all aspects of
the job for the price indicated. After reviewing the bid paperwork and having additional
• conversations and considering possible prices for various items, it does not allow for
comparison of complete bids for the project. We do not feel this is a responsible bid, and
it would likely result in a large change order to get the work done to our satisfaction.
Is the bid from Schumacher Elevator a complete and responsible bid?
Yes. Schumacker Elevator has completed and submitted all the requested paperwork
components with their bid. Following the contract award, HRA staff will execute a
contract and complete the additional MHFA and Federal (HUD) forms relating to the
project.
Alternatives
The HRA has the following alternatives to consider:
Approve the action as recommended by staff. This will allow the HRA to enter into a
contract with Schumacher Elevator for $374,313.

BE IT RESOLVED BY THE HOUSING AND REDEVELOPMENT AUTHORITY IN
AND FOR THE CITY OF HOPKINS, MINNESOTA ("HRA"), that the bid from
Schumacher Elevator in the amount of $374,313.00 is the most complete and
responsible bid for the elevator modernization project for Dow Towers, and the HRA
Executive Director is hereby authorized and directed to enter into a contract with said
bidder for and on behalf of the Hopkins HRA.
Adopted by the Housing and Redevelopment Authority In and For the City of
Hopkins, Minnesota, this 16th day of November 2010.
