A regular meeting of the Hopkins City Council was held on November 1, 2010, in the Council
4W Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Brausen, Rowan, and Halverson. Also,
present were staff members Getschow, Genellie, Reynolds, Smith, and City Attorney Jerry
Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no public comments.
III. PRESENTATIONS
1. Police Chief Mike Reynolds presented the Rosie Griep Lifetime Award to Anne
Marie Buck from the Minnesota Crime Prevention Association (MCPA)
2. Shannon Smith presented the Community Image Awards to:

Agreement for Child Sexual Predator Program; (CR 2010-121)
Chief Reynolds explained the State of Minnesota Joint Powers Agreement for Child Sexual
Predator Program. The Hopkins Police Department will receive grant money to help fund the
cost of investigating child sexual predator crimes.

• Council Member Rowan moved and Council Member Halverson seconded a motion to approve
the Consent Agenda. A poll of the vote was as follows: Council Member Brausen, aye; Council
Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion
carried unanimously.
V. NEW BUSINESS
1. Adopt Resolution 2010-040B, Approving the City of Hopkins to Participate in the
Minnesota Green Step Cities Program; (CR 2010-119)
City Manager, Rick Getschow, explained the Minnesota Green Step Cities Program:"
Council Member Halverson moved and Council Member Brausen seconded a motion to approve
Resolution 2010-040B, Resolution Authorizing the City of Hopkins to Participate in the
Minnesota Greenstep Cities Program. A poll of the vote was as follows: Council Member
Brausen, aye; Council Member Rowan, aye; Council Member Halverson, aye; Mayor Maxwell,
aye. The motion carried unanimously.
VI. ADJOURNMENT
There being no further business, Council Member Brausen moved and Council Member
Halverson seconded a motion to adjourn the meeting. The meeting was adjourned by unanimous
consent at 8:04 p.m.

MINUTES OF THE CITY COUNCIL WORK SESSION
• AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, November 1, 2010
Mayor Maxwell called the meeting to order at 8:10 pm. Present were
Mayor Maxwell and Council Members Brausen, Halverson, Rowan and
City Manager Getschow
OTHER:
• Council member Brausen asked the City Manager to have the City
Engineer look at and evaluate the location of the stop sign on the
northwest corner of 12th and 4th. It seems that there is an issue with
cars coming off Highway 7 and potentially not seeing the sign
clearly and rolling through the stop sign. City Manager Getschow
will follow-up.
Mayor Maxwell asked about the new regulations and mandates
regarding sign replacements throughout the city. City Manager
Getschow will follow-up.
• City Manager Getschow and the Council discussed the SWLRT tour
that will be taking place on Wednesday, November 10th.
City Manager Getschow stated that there will be a "Old Fashioned
Holiday Hopkins" event and Council members are being asked to
judge window displays on December 9th. Council members are
interested and City Manager Getschow will get more details on the
times.
City Manager Getschow provided an update from the marketing
committee regarding murals that will be placed in vacant store
fronts in downtown Hopkins.
With no further business, a motion was made by Brausen, seconded by
Halverson to adjourn the meeting. The motion passed unanimously. The
meeting was adjourned at 8:35 pm.
