Agreement-2011 Excelsior Blvd/Hwy 169 EVP Signal Retrofit Project 10-08• City of Hopkins November 16, 2010 Council Report 2010-124 Approve Engineering Agreement 2011 Excelsior Blvd/Hwy 169 EVP Signal Retrofit City Project 10-08 Proposed Action Staff recommends adoption of the following motion: Move that Council adopt Resolution 2010-074, Resolution Approving Engineering Agreement for EVP Signal Retrofit. Overview The 2011 - 2015 CIP identified as a necessary improvement, the traffic signal upgrades at Excelsior Boulevard at the Hwy 169 Ramps to include Emergency Vehicle Preemption (EVP). EVP allows Fire and Police vehicle to pass intersections more quickly and safely by sensing the approaching emergency vehicle and switching the light to green. Total project cost for this improvement is approximately $40,000. • Engineering services are proposed to be completed by SRF Consulting Group, Inc in the amount of $10,500. SRF has worked in Hopkins, successfully completed the signal installation work at Jackson Avenue and St. Louis Street near Excelsior Crossings. is We anticipate construction of the improvement in the spring of 2011. We understand the two intersections to be: • Excelsior Boulevard (CSAR 3) at the TH 169 East Ramps • Excelsior Boulevard (CSAR 3) at the TH 169 West Ramps SCOPE OF SERVICES We propose to carry out the work described as follows: Design 1, Obtain the two existing traffic signal system intersection layouts and field wiring diagrams from the appropriate agencies. 2. Coordinate any signal cabinet modifications that might be necessary in order to accommodate EVP with the operating agencies. 3. Perform a site review to identify in the field any issues that might affect the design. 4. Screen existing plans and add proposed EVP hardware and wiring to the existing intersection layouts and wiring diagrams. 5. Prepare preliminary plans, special provisions, and engineer's estimate, and submit to the City of Hopkins, Hennepin County and Mn/DOT for review. Concurrently prepare front- end specifications, including bidding documents and submit to the City for review. 6. Assess agency review comments, and incorporate into final plans and special provisions. 7. Bradford, PE City of Hopkins - 2 - September 14, 2010 Bidding Assistance 1 Assist the City in preparation of an. advertisement of bids. Ensure that the Ad for Bids is placed in the City's desired publications. 2. Attend the bid opening. 3. Prepare a bid tabulation and recommendation of award. Construction Administration and Inspection I . Obtain all necessary permits from Hennepin County and Mn/DOT. 2. Attend the pre -construction conference. 3. Administer construction contract, including field inspection. Prepare pay estimates. 4. Upon substantial completion of construction, prepare a punchlist of items to be addressed by the Contractor prior to final payment. 5. Arrange and attend final inspection. E. Prepare record drawings and submit to the City. This will include one set of full size mylar plans and an electronic set of plans in TIFF format. ASSUMPTIONS 1. Existing signal plans will be readily available, and will accurately depict field conditions. 2. Design can be performed without field survey. If any of the reviewing agencies requires that a field survey be conducted to determine the need for advance detection, this will be considered out -of -scope work. SCHEDULE We will complete this work within a mutually agreed-upon time schedule. BASIS OF PAYMENT/BUDGET We propose that we be reimbursed for our services on an hourly basis for the actual time expended. Other direct project expenses, such as printing, supplies, reproduction, etc., will be billed at cost, and mileage will be billed at the current allowable IRS rate for business miles. E Mr. John R. Invoices are submitted on a monthly basis for work performed during the previous month. Payment is due within 30 days. CHANGES IN THE SCOPE OF SERVICESADDITIONAL SERVICES It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly. Before any out -of -scope work is initiated, however, we. will submit a budget request for the new work and will not begin work until we receive authorization from you. Such improvement is necessary, cost-effective, and feasible. 2. SRF Consulting Group, Inc. is hereby designated as the engineer for this improvement.
