CR 10-134 Accept feasibility report, Order PH, 2011 Street and Utility ImprovementsL' December 7, 2010 Proposed Action. _ca City of Kopkim Council Report 2010-134 ACCEPT FEASIBILITY REPORT ORDER PUBLIC HEARING 2011 STREET AND UTILITY IMRPOVEMENTS PROJECT 10-10 Staff recommends the following motion: "Move that Council adopt Resolution 2010-082, Resolution Ordering_ Public Improvement Hearing, 2011 Street and Utility Improvements, Project 10-10. This action continues an assessable project for street upgrading. Overview. At its August 17, 2010 meeting, the Hopkins City Council authorized Bolton & Menk, Inc. to prepare a feasibility study concerning street and utility improvements in Central Hopkins and along the North Service Drive. The report is complete and is now submitted to Council for review and further action. Wsummary of issues is provided here, but staff will provide a detailed summary of the report at the cheduled Council meeting. Bradford, P.E. ity Engineer Financial Impact: $ 2,597,000 Budgeted: Y/N Yes Source: _PIR, Utility Funds, Assessments Related Documents (CIP, ERP, etc.): CIP Notes: N/A Council Report 2010-134 Page 2 lysis of Issues • Scope of Improvements This project includes North Service Drive from the Hwy 7 exit west for approximately 1,600 LF; South Service Drive between 12th and 17th Avenues; 4th Street North between 12th and 17th Avenues, 3rd Street North between 16th and 17th Avenues; 14th Avenue North between 2nd Street North and 4th Street North, 15th Avenue North between 2nd Street North and South Service Drive; and 16th Avenue North between 3rd Street North and South Service drive. The pavement condition index for this area is nearly all below 30, which indicates failed pavement and warrants reconstruction. Proposed street improvements include full reconstruction for all pavements with a combination of new curb and curb repair sections throughout the project area as warranted by the condition of the curb and gutter. Proposed water main improvements include the removal and replacement of valves and hydrants in the area. Additionally, all water services will be replaced from the main to the property line unless they are copper and less than 10 years old. Proposed storm sewer upgrades construction of inlets and storm sewer along 3rd Street North in improve drainage. Additional storm sewer work will take place on 4th Street North and 3rd Street • North between 14th and 15th Avenues North where residents noted drainage issues. Sanitary sewer improvements include only spot repairs. Pedestrian facilities include a 6 foot wide concrete sidewalk along 14th Avenue North. There is currently sidewalk along much of this area, with large gaps hindering pedestrian movements. • Public Input A public information meeting was held on November 17, 2010. Thirteen property owners attended and expressed concerns about drainage and street width. Concerns regarding the assessment calculations for properties north of 4th Street North were also noted. These concerns have been taken into consideration for the feasibility report. • Schedule The proposed schedule is listed below: Nov. 17, 2009 Neighborhood Meetings Dec 7, 2010 Approve Feasibility Study, Order Public Hearing Jan 4, 2011 Public hearing, order project, and final design March 1, 2011 Approve plans & Specifications, Authorize Bidding • April 5, 2011 Accept bids, Order Assessment Hearing May 3, 2011 Conduct Assessment Hearing, Adopt Assessment Role, Award Bid May -Oct. 2011 Construction Council Report 2010-134 Page 3 0 • Project Budget The estimate costs for this project are as follows: PIR $1,202,000 Assessments 1,052,000 Storm Sewer Fund 51,000 Sanitary Sewer Fund 9,000 Water Fund 283,000 Total $2,597,000 The CIP budget for the project is $2,250,000. • Assessments The proposed street assessments are based on the City's Assessment Policy whereby 70% of the street reconstruction cost and 50% of the water service replacement is assessed to the benefiting properties. The assessment cap for residential properties is $72.28 per front foot for .this project. Because the lots in this project are very similar to each other and the benefit is equally similar, we are proposing to use a series of unit assessment for residential properties in the Central Hopkins area. The unit cap is $4,971.80. The North Service Drive assessments are calculated on an area basis because of the presence of flag lots that make using front foot methodology inequitable. The assessments for the east -west streets are spread one block north and one block south because there is no frontage on the east -west streets. However, the blocks between South Service Drive and 4th Street North are hit with a double disadvantage than most other blocks. First, the block is short. Most blocks are about 700 feet long, but this block is only 470 feet long. Second, South Service Drive has no property north of it that can be assessed, so 70% of the cost for that street would normally be assigned to only the block south of it To make the assessments more equitable, we are proposing that the assessment rate be calculated as if this block were 700 feet long and that there was a block 700 feet long north of the South Service Drive. The easiest way to show the assessments is graphically and we refer you to Figure 1-2 in the Feasibility Report. 0 • CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2010-082 RESOLUTION ORDERING PUBLIC IMPROVEMENT HEARING 2011 STREET AND UTILTY IMPROVEMENTS CITY PROJECT 10-10 WHEREAS, the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements on 14th, 15thand 16" Avenues North, 3d and 4th Streets North, and North and South Service Drives; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. The Council will consider the improvement of such street in accordance • with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of $2,597,000. 2. A public hearing shall be held on such proposed improvement on Tuesday, the 4th day of January, 2011 in the Council Chambers of the City Hall at 1010 First Street South at 7:30 P.M and the City Clerk shall give mailed and published notice of said hearing and improvements as required by law.
