Present were Chairman Eugene Maxwell and Commissioners Rick Brausen, Kristi Halverson, Bruce Rowan and Cheryl Youakim. Also present were Executive Director Rick Getschow, Assistant Executive Director Kersten Elverum and City Attorney Jerry Steiner. I. CALL TO ORDER The meeting was called to order at 7:26 p.m. II. The meeting should be scheduled for Tuesday, March 15, 2011, at 7:15 p.m. 0 GITY OF NOPKINS HRA Report2011-02 • February 24, 2011 PARKING EASEMENT AGREEMENT — MARKETPLACE & MAIN Proposed Action Staff recommends adoption of the following motion: Move to approve the Parking Easement Agreement between Happy Valley Properties, LLC and Marketplace Holdings, Inc. Overview As a lender with interest in the Marketplace & Main site, the HRA has been asked to approve a parking easement agreement. The agreement is a requirement of the lender providing financing for the expansion of the Hopkins Health & Wellness Center (Happy Valley Properties). The agreement basically extends the area that the Hopkins Health & Wellness Center needs to meet their parking needs. It does not affect the parking for the Apartments as there is an additional parking easement (from Hopkins Wellness to Marketplace & Main) that provides a cross easement for parking, allowing the • apartment residents to park in the Hopkins Wellness Center lot after hours. Nancy Anderson, City Planner, has reviewed and approved this request. Primary Issues to Consider The easement agreement will allow for shared parking between uses that have opposite times of demand, and therefore, it will maximize parking using minimal land.
