CR 11-015 Site Plan Review - 240 Blake RdG\TY OF a_� H February 23, 2011 o P K i N S Council Report 11-15 • SITE PLAN REVIEW — 240 BLAKE ROAD Proposed Action Staff recommends the following motion: Move to adopt Resolution 11-11 aNnroving a site plan to construct a parking lot at 240 Blake Road. At the Zoning and Planning meeting, Ms. Naef moved and Mr. Datta seconded a motion to adopt Resolution RZ11-2, recommending approval of a site plan to construct a parking lot at 240 Blake Road. The motion was approval unanimously. Overview Pizza Luce has purchased the former Oasis Market gas station at 240 Blake Road. Pizza Luce is proposing to raze the former gas station and construct additional parking. The new parking area will be reconfigured give a total of 109 parking stalls, 46 will be additional with the new property. Additional landscaping will be added along Blake Road and Second Street Northeast. Primary Issues to Consider • What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? • What will the improvements include? • What was the discussion at the Zoning and Planning meeting? CR11-15 Page 2 Primary Issues to Consider • What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The subject property is zoned B-3, General Business. The Comprehensive Plan has designated the site as Commercial. The proposed use complies with both documents. • What will the improvements include? Landscaping The applicant will be adding landscaping on Blake Road and Second Street NE. Staff is concerned about the lack of landscaping on the interior of the parking area. Staff would recommend that a landscape island running east/west be added in the interior of the parking area. This can be done without losing parking by designating one row of parking for compact cars. The requirements for a compact parking stall are 8' x 16'. This would give four feet of space for an inland. The staff discussed this with the applicant and they do not want to construct the landscape island. Parking The new parking area will be reconfigured and net an additional 46 stall for a total of 109 parking spaces. The parking spaces are 9' x 20' as required by the ordinance. Engineering/Public Works The City Engineer has reviewed the proposed improvements and is requiring a storm septer and a storm water maintenance agreement. He also noted that the applicant will have to get a parking lot, driveway, and right-of-way permit from the City. A right-of-way permit will also have to be obtained from Hennepin County. Bituminous Path/Sidewalk There is an existing sidewalk along Blake Road. The sidewalk will remain. The sidewalk will be patched along Blake Road. The City Engineer is requiring that the new sidewalk match the existing sidewalk pattern. Access The access to the site will remain the same. There is access to the site from Blake Road, and from Second Street. An access point on Blake Road will be closed. CRI 1-15 Page 3 Watershed District The applicant will have to get approval from the Watershed District. Any approvals will be contingent on approval from the Watershed District. • What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed parking lot. Ms. Anderson stated that staff is recommending a landscape island in the parking lot and that Pizza Luce was not in favor of constructing the island. JJ Haywood, representing Pizza Luce, appeared before the Commission. Ms. Haywood stated that they would not be in favor of constructing the island. The Commission discussed the landscape island. The Commission indicated that they would recommend that the landscape island be constructed in the parking lot. On February 28th, Pizza Luce submitted revised plans that reflect an wdscape resolutioisln will be in the parking area and the removal of the northerly access point. A prepared removed those items from the conditions. Attached are the new plans and resolution. Alternatives 1. Approve construction of the parking lot. By approving construction of the parking lot the applicant will be able to construct the parking lot. 2. Deny construction of the parking lot. By denying construction of the parking lot, the applicant will not be able to construct the lot as proposed. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Continue for further information. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on February 22, 2011: all persons present were given an opportunity to be heard; That the written comments and analysis of City staff were considered; and 4.
