CR 11-022 Appoint Acting City Manager• 0 March 15, 2011 Proposed Action Council Report 2011-022 APPOINT ACTING CITY MANAGER The Mayor recommends that the Council approve the following motion: Move that the Hopkins City Council appoint James A. Genellie as Acting City Manager with an increase in salary beginning March 16 2011 and ending when a new City Manager takes office. Approval of this motion will officially appoint the Assistant City Manager as Acting City Manager. This action will also authorize a temporary increase in salary for the Acting City Manager. Overview I have accepted the City Manager position in Eden Prairie. The City Council will be conducting a search for a new City Manager. In the interim an Acting City Manager needs to be appointed. Mr. Genellie is the Assistant City Manager. He has served as Acting City Manager before from October 1989 to February of 1990 and from June 2005 to January 2006. The City's personnel policy and past practice provide for a temporary increase in salary for individuals who are temporarily working in a higher classification. The proposed salary increase is $800 per month. Primary Issues to Consider ♦ What policies apply to this situation? Legislative Policy 2-G authorizes the Assistant City Manager to perform the duties of City Manager whenever the Manager is absent. Personnel Policy, Section 9.02 TEMPORARY FILL-IN AT A HIGHER CLASSIFICATION From time to time employees may be asked to fill in temporarily at work in a higher classification. Such assignment shall be made by the Department Head with the approval of the City Manager. If such temporary assignment extends beyond thirty (30) working days, additional compensation at the higher classification will be provided. The duration of a temporary assignment shall not exceed six (6) months, unless authorized by the City Manager or City Council. City Manager
