03-01-2011A regular meeting of the Hopkins City Council was held on March 1, 2011, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Youakim, Brausen, and Halverson.
Also, present were staff members Getschow, Anderson, Bradford, Genellie, and City
Attorney Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:33 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no comments.
III. PRESENTATION
1. Empty Bowls - Barb Westmoreland
The 13th Annual 2011 Empty Bowls event will take place on Tuesday, March 15
from 11:00 a.m. to 7:00 p.m. at the Hopkins Center for the Arts. The event
raises money for local food shelves.
IV. REPORTS
1. Zoning & Planning Commission
Commission Beddor reported that the Commission considered only one item, the
site plan for a parking lot on the former Oasis gas station property at 240 Blake
Road N. The Commission approved the site plan while recommending that an
island be constructed in the interior of the lot for landscaping.

Council Member Youakim moved and Council Member Halverson seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Youakim, aye; Council Member Brausen, aye; Council Member Halverson, aye; Mayor
Maxwell, aye. The motion carried.

VI. NEW BUSINESS
1. Adopt Resolution 2011 -01 1, Approving a Site Plan to Construct a Parking Lot
at 240 Blake Rd North, Pizza Luce (CR201 1-015)
Nancy Anderson, the City's Zoning Administrator, said that Pizza Luce had purchased the
former Oasis Market gas station at 240 Blake Road. Pizza Luce is proposing to raze the
former gas station and construct additional parking. The new parking area will be
reconfigured give a total of 109 parking stalls, 46 will be additional with the new
property. Additional landscaping will be added along Blake Road and Second Street
Northeast. Ms. Anderson added that Pizza Luce had submitted a revised site plan showing
the addition of an island as recommended by the Zoning & Planning Commission.
Council Member Brausen moved and Council Member Youakim seconded a motion to
adopt Resolution 2011 -1 1, approving a site plan to construct a parking lot at 240 Blake
Road. A poll of the vote was as follows: Council Member Youakim, aye; Council Member
Brausen, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried.
2. Approve a New Liquor License for Hopkins 1022 Enterprises, LLC, 1022
Mainstreet (CR201 1-018)
Assistant City Manager Genellie reported that Richard Eckert, acting for Hopkins 1022
Enterprises, has leased the space that was formerly Decoy's Bar and Restaurant. The
name of the new restaurant will be Wild Boar. They are hoping for a mid March opening.
The Hopkins Police Department has done an investigation. The Department is
recommending that a liquor license be granted but the investigation has raised some
concerns. The applicant has an interest in two other establishments, both full service
restaurants. One of the establishments has had no issues whatsoever. However, the other
establishment, located in another county, has a higher than average police call load. The
Department has spoken to the applicant and he has assured us that this will not be the
case at the Hopkins location. In addition the Police Department will be closely monitoring
the operations of the applicant's establishment to ensure compliance with all city codes
and state statutes.
Mayor Maxwell encouraged Mr. Eckert to work with the Hopkins Police Department on
liquor training. Mr. Eckert said that he already has set up a training session but would be
happy to have the Hopkins Police involved.

Council Member Halverson moved and Council Member Brausen seconded a motion to
approve an on sale liquor license, Sunday sales, and 2:00 a.m. closing for Hopkins 1022
Enterprises, LLC. A poll of the vote was as follows: Council Member Youakim, aye;
Council Member Brausen, aye; Council Member Halverson, aye; Mayor Maxwell, aye.
The motion carried.
3. Charitable Gambling Premises Permit for the Hopkins Raspberry Festival, 1022
Mainstreet. (CR201 1-019)
The Hopkins Raspberry Festival requested a charitable gambling license and premises
permit at the Wild Boar. The Festival previously had the gambling license at this location
when it was Decoy's.
Council Member Brausen moved and Council Member Youakim seconded a motion to
adopt Resolution 2011-012, approving the charitable gambling premises permit for the
Hopkins Raspberry Festival, 1022 Mainstreet. A poll of the vote was as follows: Council
Member Youakim, aye; Council Member Brausen, aye; Council Member Halverson, aye;
Mayor Maxwell, aye. The motion carried.
VII. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member
Brausen seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:06 p.m.
