SELECT DEVELOPER FOR FORMER PARK NICOLLET CLINIC SITE
Proposed Action
Staff recommends adoption of the following motion: Move to authorize staff to
negotiate a contract for redevelopment for the former Park Nicollet clinic site with
Klodt Incorporated.
Overview
As planning for the SW LRT has progressed, the concept of 8th Avenue as the
connector from the SW LRT station on Excelsior Boulevard to Mainstreet has
solidified. In order for 8th Avenue to be a gateway, the uses along and design of
8th Avenue must be transformed in to an active, inviting pedestrian, bike and
automobile passageway.
A key site along 8th Avenue, the Park Nicollet clinic, became available when the
clinic was closed in August of 2009. The HRA entered into an option to purchase
the property. A request for proposals went out in June of 2010. Three
developers responded, and the field was narrowed to The Cornerstone Group
and Klodt Incorporated, both reputable and successful development groups. The
HRA has toured development projects undertaken by the developers, reviewed
their project design elements and financial information. It is felt that Klodt
Incorporated has demonstrated the clear ability to make the project happen
under current market conditions.
The next step is to identify important design elements of the proposed project,
determine the financial structure of the project, timing and transfer of ownership.
It is anticipated that the HRA will have a work session to discuss these elements
once a framework has been established.
Primary Issues to Consider
This action does not bind the HRA to any conditions of a development contract,
but is the next step in the process. The HRA will have many opportunities to
shape this development project so that it meets the needs of Hopkins.
