CR 11-031 Depot Lease Agreement•April 19, 2011 Council Report 2011-031 AUTHORIZE EXECUTION OF DEPOT LEASE AGREEMENT BETWEEN THE CITY OF HOPKINS AND HOPKINS SCHOOL DISTRICT 270 Proposed Action Staff recommends adoption of the following motion- Move to authorize Mayor and Acting City Manager to sign Depot Lease Agreement between the Cily of Hopkins and Hopkins School District 270. Approval of this motion will result in renewing the current agreement between the City and the School District for the use of the Depot for another five years. Overview In 2003 a lease agreement between School District 270 and the City of Hopkins was approved allowing the School District to use the Depot as a business education class. The current lease agreement between the City and Hennepin County Railroad Authority, allows the City to sublet the building for educational purposes. The lease is a five-year agreement with lease payments totaling $250,000. ($50,000/year • same as 2003 agreement) The district will use the Depot Coffee House as a community based educational laboratory focusing on teaching students to start, manage and successfully run a small business. Hopkins Public Schools will use the Depot Coffee House as a community based educational laboratory focused on instilling in each learner the knowledge necessary to run a successful small business, "Depot Express," and the youth engagement program led by the student board of directors. Students will work with Depot Express to learn how a coffee shop is managed and operated, work with Hopkins High School business department staff to learn marketing and advertising skills to promote the Coffee House and work with depot youth engagement project staff to promote, manage, and staff youth -led and youth designed events sponsored by the student Board of Directors. Students are also given opportunities to serve on the Board and learn how to maintain an attractive county multi -recreational trailhead by partnering with Three Rivers Park District. These partnerships will be accomplished by working with the Depot Coffee House student board and partner group to design a variety of learning experiences. These experiences may include, but are not limited to the above partnerships through paid and/or unpaid internships, projects incorporated into the classroom or as class assignments, independent study projects, and actual case studies focused on the business and board sponsored activities. Alternatives • 1. Vote to authorize Mayor and Acting City Manager to sign the lease agreement with the School District; 2. Vote not to authorize Mayor and Acting City Manager to sign the lease agreement with the School District; or 3. Continue the discussion and direct staff to work with School District staff in modifying the provisions of the lease agreement. Staff recommends Alternative #1. 0
