Subject: Complete Streets Policy
Purpose: Update City Council on new policy development workplan, including citizen
participation and timing
In October, 2010 City Council adopted a resolution supporting a Complete Streets
policy. This was the City's first official action in support of the concept - the resolution
laid some initial guidelines for the scope of the new policy. The thrust of the Complete
Streets policy is to help ensure that the City designs, constructs, operates and
maintains the City's roadway system to promote safe and convenient access and travel
for all users, including pedestrians, bicyclists, transit riders, and people of all ages and
abilities, as well as motor vehicle drivers. We want our investments in our streets to
result in the greatest community value. Integral to the Complete Streets policy is the
City goal of updating the city-wide sidewalk and trail master plan. As with any policy
that affects residents' quality of life, it is vital that the process to develop these plans
and policies be well thought-out and includes public participation to the maximum extent
practicable. Therefore, staff has proposed a work plan that combines the development,
public process and adoption of both the sidewalk/trail master plan and the complete
streets policy.
In way of Complete Streets policy scope, staff sees the following being the major
components to be developed into the final policy:
• Specific consideration of each general street types found in Hopkins, including:
residential streets in each neighborhood type, north/south and east/west
collector and arterial streets
• Emphasis on a pedestrian/bicycle network connecting city parks, downtown,
schools, future LRT station areas, regional trails, major employment centers
• Identify major travel corridor deficiencies and show proposed future improvement
plans by street
• Direct the complete streets solutions will complement the context of the
community
Complete Streets/Sidewalk and Trail Master Plan
I. Collect Data— April 2011
a. Prepare map of all trails and sidewalks
i. Include parks, LRT Stations, schools, and retail and business
destination areas
b. Prepare map of functional classification of streets
II. Preliminary Plan Preparation
a. Planning Commission and Park Board Work Sessions — Late May
b. Enhance trail and sidewalk map to indicate likely pedestrian and bicycle
movements
c. Enhance street map to show corridors for multi -modal focus
III. Public Participation— August 2011
a. Open House style with map handouts for residents to mark up with
proposed sidewalk and trail locations and multi -modal corridors.
b. 4 Open houses. Central, South, East and Overall. Invite Planning
Commission and Council
IV. 80% Plan Preparation —August 2011
a. Use info from open houses to generate plan
V. Public Participation- September 2011
a. Presentation at Planning Commission
b. Final Public Info Meeting.
VI. Final Plan Preparation— September 2011

WHEREAS, "Complete Streets" policies support the City goal of'enhancing and
promoting smart:vrban design and walkability; and
WHEREAS, "Complete Streets" is consistent with the Hennepin County Active Living
program and will promote physical activity into the daily Fives of Hopkins residents; and.
WHEREAS, "Complete Streets" maybe achieved through single projects or
incrementally through 'a series of smaller. improvements: or maintenance activities over
time; and .
WHEREAS, "Complete Streets" policies have been adopted by the Mlnnesota
Department of Transportation, Hennepin County and many other Minnesota cities; and.
NOW, THEREFORE, SE`IT RESOLVED that the Hopkins City Council supports the:
development of a City. of'Hopkins Complete.Streets" policy-that:
