05-03-2011A regular meeting of the Hopkins City Council was held on May 3, 2011, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell and Council Members Halverson, Rowan, and Youakim. Also, present were staff members Genellie, Elverum and City Attorney Jerry Steiner. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:30 p.m. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS Julie Mellum, 5700 York Ave South, Edina, President & Founder of "Take Back The Air" addressed the council over concerns about wood smoke from recreational fires, stating that smoke is harmful to people's health and the environment. Mayor Maxwell stated that the council addressed the wood smoke concern at the last council meeting. The Hopkins Fire chief had an article regarding recreational burning in the Hopkins Connections and the information will also go out in the June city newsletter to all residents. III. PRESENTATION 1. Proclamation for the 2011 Step To it Challenge Mayor Maxwell read the 2011 Step To It Challenge Proclamation encouraging all business owners, residents and employees to participate in the activities associated with the Step -To -It -Challenge. The Hopkins City council wishes to keep the trophy for the most steps by a City Council and is up to the challenge of going for the "three - peat." Mr. Genellie stated that participants can register online for the May 9th start date, participants can earn points for many other activities, it is easy and fun and we hope for a lot of participation. 2. Proclamation for the City of Hopkins Elks Mayor Maxwell read the proclamation claiming May 6, 2011 as Hopkins Elks Lodge Day. Hopkins Elks members Brandon Miller, John Miller, & Don Henderson spoke about the Elks Lodge projects and expressed their appreciation for the recognition by the Hopkins City Council. The Council congratulated the Hopkins Elks on playing an important role in the Hopkins community for 50 years. IV. CONSENT AGENDA 1. Minutes of the April 19, 2011 City Council Meeting 2. Minutes of the April 19, 2011 Work Session after the City Council Meeting 3. Minutes of the April 26, 2011 Work Session 4. Ratify Checks in the Month of March, 2011 5. Miscellaneous Licenses Approval 6. Approve Temporary 3.2 Temporary Malt Liquor Licenses for The Hopkins Jaycees, Mainstreet Days (CR201 1-034) 7. Approve Temporary Liquor License for Hopkins Rotary "Taste West" Fundraiser (CR201 1-035) 8. Approve 2010/2011 Police Officers' Contract (CR2011-033) 9. Resolution on Transportation Funding Council Member Rowan clarified the date is May 21 not April 21 for the "Taste West" Fundraiser. Council Member Rowan moved and Council Member Halverson seconded a motion to approve the Consent Agenda with the change to the date for "Taste West" Fundraiser. A poll of the vote was as follows: Council Member Halverson, aye; Council Member Rowan, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried. V. OTHER Council Member Halverson invited the public to join the Girls on the Town event in Hopkins on May 7, 11 a.m.-4 p.m. Mayor Maxwell invited the public to the Cinco de Mayo event in Burnes Park, 11 a.m. - 1 p.m. VI. ADJOURNMENT There being no further business, Council Member Youakim moved and Council Member Rowan seconded a motion to adjourn the meeting.
