Proposed Action
Staff recommends the following motion: "Move that Council adopt Resolution 2011-026, Resolution for Award
of Bid, Hwy 169/Excelsior Blvd EVP Signal Upgrade, City Project 2011-07"
Overview
The bid opening for the Hwy 169/Excelsior Blvd EVP Signal Upgrade was held on May 26, 2011. The low bid
was submitted by Electrical Installation and Maintenance Company in the amount of $39,900. We received 3
bids. The low bid is $4,100 below the engineers estimate. The contractor is a reliable company with similar
experience in the metro area. Staff is recommending award of the project contract to Electrical Installation and
Maintenance Company.

Sealed bids were received for the above -referenced project on Thursday, May 26, 2011, at the
Council Chambers in City Hall. A total of three (3) bids were received. All bids have been
reviewed and checked and are tabulated below.

A complete bid tabulation is enclosed with this letter, along with the three bids. The low bid
received from Electrical Installation and Maintenance Company is approximately 10 percent
lower than the Engineer's Estimate. While working with Electrical Installation and Maintenance
Company in the past, we found that their work and end product were acceptable. Therefore, we
recommend award to Electrical Installation and Maintenance Company in the amount of
$ 39,900.00. Please contact us if you have any questions.

RESOLUTION FOR AWARD OF BID
HWY 169/EXCELSIOR BLVD EVP SIGNAL UPGRADE
CITY PROJECT 2011-07
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, that the
lowest bid of Electrical Installation and Maintenance Company in the amount of
$39,900.00 is the lowest responsible bid for the Hwy 169/Excelsior Blvd EVP Signal
Upgrade, City Project 2011-07, and the Mayor and City Manager are hereby authorized
and directed to enter into a contract with said bidder for and on behalf of the City;
BE IT FURTHER RESOLVED, that Bolton and Menk, Inc. will perform the
construction services for this project and the City Manager is hereby authorized and
directed to enter into a contract with said firm for and on behalf of the City.
Adopted by the City Council of the City of Hopkins, Minnesota, this 7th day of June, 2011.
