SITE PLAN REVIEW — FORMER MAYON PLASTIC BUILIDNG
Proposed Action
Staff recommends the following motion:
At the Zoning and Planning meeting, Ms. Cummings moved and Mr. Hatlestad seconded a
motion to adopt Resolution RZ11-5, recommending approval of a site plan to remodel the
former Mayon Plastic building at 415 - 17th Avenue North. The motion was approved
unanimously.
Overview
Stonehenge USA has a purchase agreement for the former Mayon Plastic building located at
415 - 17th Avenue North. It is proposed that the west side of the building will be removed
and the east side remodeled to permit a retail area of approximately 10,938 square feet.
There could be up to six retailers in the remodeled building. At this time there are no
retailers that have been identified. The parking area will be located on the west and south
sides of the building.
• The applicant has also submitted plans for a smaller building foot print. In this option, the
building would have 9,733 square feet. The two options have been submitted for approval
because of the variables in signing tenants. Both site plans comply with the parking
requirements.

Primary Issues to Consider
• What is the zoning of the property, and how has the Comprehensive Plan
designated the subject site?
The subject property is zoned B-4, Neighborhood Business. The Comprehensive Plan has
designated the site as Commercial. Any proposed use will have to comply with the permitted
uses in the B-4 zoning district.
• What are the specifics of the new addition?
Exterior
The exterior on the west side of the building will be stone, brick and E.I.F.S. The east and
part of the south side of the building will be stucco.
Landscaping
The current site does not have landscaping. There will be considerable landscaping added on
the north and south sides of the site. A rain garden will be added on the north side of the site.
A six-foot fence will be constructed on the north and south sides of the building on the east.
This fencing will block the parking area from the residential area to the east.
Parking
A parking area will be added on the west side of the site. Based on a net square footage of
6,800 in retail and a restaurant of 57, seats the site is required to have 53 parking spaces; the
site plan indicates 53 parking spaces.
Engineering/Public Works
The following are the comments from the City Engineer:
• The entrance can be a maximum of 36 feet wide. Recommend keeping the eastern
edge in the same location and narrowing it from the west.
• Applicant will need a parking lot permit.
The City Engineer also commented that the City uses a v plow in alleys. This will likely
push snow to the base of the rear emergency stairs. The snow will be required to be removed
and it will not be allowed to be placed in the alley right-of-way.

. Fire Marshal
The Fire Marshal reviewed the plans and found them acceptable.
Trash
The trash will be located on the south side of the building. The trash area will be enclosed as
required.
Sidewalk
There is an existing sidewalk on 17th Avenue. This sidewalk will remain.
Access
The access from Fourth Avenue will remain in approximately the same location. There will
be no access from the site to the alley to the east.
Setbacks
There are no building setback lines that are affected. The setbacks on the remaining building
are grandfathered.
• Watershed District
This development will have to be approved by the Watershed District. Any City approvals
will be contingent on their approval.
Surrounding uses
The site is surrounded by Highway 7 to the north, LA Fitness to the west, residential to the
east and south.
• What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the proposed redevelopment of the former Mayon Plastic building.
Dave Carland and Randy Rauwerdink, representing Stonehenge USA, appeared before the
Commission. Mr. Carland and Mr. Rauwerdink reviewed the development with the
Commission. At the public hearing, Brett Eslinger of 402 16th Ave N, appeared before the
Commission. Mr. Eslinger was concerned with the smell of the garbage. There was
considerable discussion regarding the garbage.
Alternatives.
. 1. Approve the remodel. By approving of the remodeling, the applicant will be able to
remodel the building as proposed.

2. Deny the remodel. By denying the remodeling, the applicant will not be able to remodel
the building as proposed. If the City Council considers this alternative, findings will have
to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

WHEREAS, an application for Site Plan Review SPRI 1-4 has been made by Stonehenge
WHEREAS, the procedural history of the application is as follows:
That an application for a Site Plan was made by Stonehenge USA, on April
29, 2011;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and
published notice, held a public hearing on the application and reviewed such
application on May 31, 2011: all persons present were given an opportunity
to be heard;
3. That the written comments and analysis of City staff were considered; and,
4. A legal description of the subject property is as follows:
is Lots 7, 8, 9, 10, and 11, Block 1 Souba Addition.

NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan Review SPR11-
4 is hereby approved based on the following Findings of Fact:
1. That the Planning Commission reviewed the proposed redevelopment.
2. That the proposed use meets the requirements for site plan review.
BE IT FURTHER RESOLVED that application for Site Plan Review SPR11-4 is hereby
approved subject to the following conditions:
1. That the east doors be used only for an emergency exit.
2. That there is no vehicle access from the site to the alley.
3. That there be no deliveries from the alley.
4. That the comments from the City Engineer be fulfilled.
