06-21-2011A regular meeting of the Hopkins City Council was held on June 21, 2011, in the Council Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Brausen, Halverson, Rowan, and Youakim. Also, present were staff members Elverum, Genellie, Stadler and City Attorney Jerry Steiner. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:30 p.m. Il. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS There were no comments. III. OATH OF OFFICE Swearing in of Jennifer Allard, Charles Firth and Andrew Fischer to the Zoning and Planning Commission. Mr. Genellie issued the oath to Ms. Allard, Mr. Firth and Mr. Fischer. Mayor Maxwell thanked them for giving their time and efforts to the City of Hopkins and also thanked the outgoing Zoning and Planning Commission members. IV. PRESENTATION 1. Met Council Ms. Jennifer Munt introduced herself to the City Council. Ms. Munt was appointed to the Metropolitan Council in March 2011 by Gov. Dayton. She represents District 3, which includes the City of Hopkins. As a member of the Met Council she wants to be a resource for the City of Hopkins, advocate for more and better transportation options, assist the city in visioning for the future Light Rail and helping plan the needs of future Light Rail riders. Mayor Maxwell wished Ms. Munt much success and the Council looks forward to working with her and the Met Council and appreciates her enthusiasm for the Light Rail project. V. CONSENT AGENDA 1. Approve First Amendment to Management Agreement between City of Hopkins and Depot Express; (CR 2011-055) 1 9. Appoint a Temporary Liquor License for the Hopkins Area Jaycees Raspberry Dance on July 15, 2011 and July 16, 201 1;(CR 2011-056) 10.Adopt Resolution 2011-030, Approving the State of Minnesota Joint Powers Agreement with the City of Hopkins on Behalf of its City Attorney and Police Department; (CR 2011-054) 1 1 . Adopt Resolution 2011-028, Approving the increase in the Pavilion Prime and Non -Prime Hourly Ice Rental Rates; (CR 2011-050) 12. Approve Second Reading for Ordinance 2011-1027, Rezoning 525 Blake Road from B-3, General Business to B-4, Neighborhood Business Mayor Maxwell asked Mr. Stadler if the hourly ice rental rate increases have gone before the Park board. Mr. Stadler stated that the rates have stayed competitive and did not feel the need to go before the Park Board. Mr. Stadler stated that Don Olson, Pavilion Manager, did review rate increases with the users. Council suggests that the Park Board review the rate increase. Council discussed the Depot Express and Depot Coffee House agreement. Mr. Stadler stated that the language in the agreement was revised regarding cost sharing of Depot equipment. Mr. Steiner did review the agreement. Council Member Rowen moved and Council Member Halverson seconded a motion to approve the Consent Agenda. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Council Member Youakim, aye, Mayor Maxwell, aye. The motion carried unanimously. V. NEW BUSINESS 1. Approve Ordinance 2011-1029 for First Reading for Unclaimed and Surplus Property (CR 2011-053) Mr. Genellie reviewed the ordinance and staff recommends approval. The current ordinance requires a notice in the newspaper and occasionally the cost of the notice is more than the surplus property is worth. There are more options to dispose of and sell property on websites without incurring the cost of advertising. Council discussed how to keep the public informed through the city newsletter and website about recovering unclaimed property and encouraged people to use Operation ID and document serial numbers. Mayor Maxwell asked about past discussion of a bike rental option at the Depot Coffee House. Mr. Genellie will check into that. Mr. Steiner stated that he did review the ordinance. Council Member Youakim moved and Council Member Halverson seconded a motion to Approve Ordinance 2011-1029 for First Reading. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. of 2. Approve Ordinance 2011-1028 for First Reading, Removing Outdated Language Regarding the Registration of Bicycles; (CR 2011-052) Mr. Genellie reviewed the ordinance and staff recommends approval. The ordinance removes the language requiring bicycle registration but would maintain language prohibiting riding of bikes on sidewalks in B-2 district. Council asked about monies generated by bicycle licensing in the past. Mr. Genellie will check into this prior to the second reading. Council feels that public information regarding bicycle safety and procedures to protect your property, such as Operation ID, should be a part of Hopkins in Motion event in September and in city publications and on the city website every spring. Council Member Youakim moved and Council Member Brausen seconded a motion to approve Ordinance 2011-1028 for First Reading. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously. Council Member Youakim expressed gratitude to the Hopkins Library for offering bike locks to its customers. Council invited the public to the Farmer's Market on Saturday, Music in the Park kick- off on Thursday, June 23 and to have a safe 4th of July Holiday. VI. ADJOURNMENT There being no further business, Council Member Halverson moved and Council Member Brausen seconded a motion to adjourn the meeting.
