REVISING CITY FEES
Proposed Action
Staff recommends adoption of the following motion: Move to adopt Resolution 2011-039 revising
miscellaneous fees.
Approval of this motion will implement a non-resident $1.00 notary fee per signature requiring notarization.
Overview
We currently provide notary service to the public and do not charge a fee for this service. The number of
requests from the public has increased as a local business has been referring requests for notary services to
the City. We have a number of staff that are notaries, primarily for notarizing city documents. When the
requests from the public were few it didn't make sense to charge for the service as it caused minimal
disruption to staff duties, however in the last 6 months we have seen a dramatic increase as a result of these
referrals many of which are not Hopkins residents or businesses.
• Minnesota Statutes allow us to charges fee of $1.00 per folio and a folio is defined as 100 words. For
lengthy documents requiring one signature this could get expensive, therefore staff is recommending that the
Council approve the implementation of a $1.00 fee per signature requiring notarization for non-residents of
Hopkins. Residents would continue to receive notary services at no charge as one of the services their tax
dollars provides.

RESOLUTION NO. 2011-039
RESOLUTION REVISING MISCELLANEOUS FEES
WHEREAS, the Hopkins City Code authorizes the City Council to set fees by
Resolution, and;
WHEREAS, the City need to offset the cost of providing Notary services to the
public;
THEREFORE BE IT NOW RESOLVED that the City Council of the City of
Hopkins hereby establish the following fee for providing Notary Services to non-
residents of the City of Hopkins.
NOTARY FEE: $1.00 per signature requiring notarization.
