by Brimeyer Fursman, LLC in partnership with the institute of Cultural Affairs and
Global Synergy Group; and
W&"a,j, the program creates opportunities for state and local government
officials, non-profit organizations, educational institutions and private businesses
in Ukraine and Minnesota to share knowledge, expertise, and best practices in
creating public-private partnerships; and
2U&Wew, this program will enhance the quality of life in communities, establish
effective governance practices, increase citizens involvement and create
healthy and sustainable environments for economic development; and
2U&"aj., the City of Boryspil, Ukraine is becoming a "Sister City" to the City of
Hopkins; and
W&waj, to delegation from the Ukraine will be coming to Hopkins on
September 27, 2011 to continue the Civic Leadership Exchange Program.

RESOLUTION 2011-050
A RESOLUTION OF THE COUNCIL OF THE CITY OF HOPKINS,
EXTENDING AN INVITATION TO THE CITY OF BORYSPOL, UKRAINE,
TO BECOME A SISTER CITY AND INVITING THE PEOPLE OF
BORYSPOL, UKRAINE, TO PARTICIPATE IN SAID PROGRAM
WHEREAS, as part of the Civic Leadership Exchange Program a delegation from the United
States visited Boryspol, Ukraine in May 2011; and
WHEREAS, the Program creates opportunities for state and local government officials, non-
profit organizations, educational institutions and private businesses in the Ukraine
and Minnesota to share knowledge, expertise, and best practices in creating public-
private partnerships; and
WHEREAS, this Program will enhance the quality of life in communities, establish effective
governance practices, increase citizens involvement and create healthy and
sustainable environments for economic development; and
WHEREAS, both Boryspol and Hopkins have indicated a desire to cooperate in the areas of
economic and social issues, youth policy, physical education and sport, and the
implementation of social and commercial projects; and
WHEREAS, both cities desire to create a formal partnership in order to facilitate productive
cooperation; and
WHEREAS, the City of Hopkins, through its Council, does recognize and endorse this program
with the hope that it will lead to a lasting friendship between the people of Hopkins
and Boryspol, Ukraine.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins does
hereby extend an invitation to the government and the people of the City of Boryspol, Ukraine to
participate with Hopkins as its Sister City for the purpose of creating greater mutual
understanding between the peoples of our two great cities and nations;
That the Mayor is hereby authorized to act as official representative of Hopkins to carry out this
program.
That copies of this Resolution are to be sent to the Mayor and Council of the City of Boryspol,
Ukraine, Sister Cities International in Washington, D.C., the Embassy of Ukraine, and the U.S.
Embassy in Ukraine.
Adopted by the City Council of the City of Hopkins this 27th day of September 2011.
