09-27-2011A regular meeting of the Hopkins City Council was held on September 27, 2011, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell, Council Members Brausen, Halverson, Rowan and
Youakim. Also, present were staff members Elverum, Genellie, Harkess, Mornson,
Reynolds, Specken, Stadler and City Attorney Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 4: 46 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no comments.
III. PRESENTATIONS
1. Proclamation Ukraine -Hopkins Day
Mayor Maxwell read the Proclamation declaring Ukraine -Hopkins Day on
September 27, 2011 in the City of Hopkins and encouraged all citizens and
businesses to recognize this day. Irena Fursman interpreted the Proclamation for the
visiting delegation from the Ukraine. Mayor Maxwell presented the Proclamation to
Sergei Linkevich of the Boryspil City Council.
2. Resolution Establishing Sister City
Mr. Genellie read the Resolution extending an invitation to the government and the
people of the City of Boryspil, Ukraine to participate with Hopkins as its Sister City for
the purpose of creating greater mutual understanding between the peoples of our
two great cities and nation. Irena Fursman interpreted the resolution for the visiting
delegation from the Ukraine. Mayor Maxwell and Sergei Linkevich of the Boryspil
City Council signed the Resolution.
3. Police Department - Reserves and JCPP (Joint Community Police Partnership)
Police Chief Reynolds explained the Police Reserve Program & the nationally
recognized Joint Community Police Partnership Program; the duties, mission, goals
and the benefits to our community.
4. Fire Department - CERT (Community Emergency Response Team)
Fire Chief Specken explained the Community Emergency Response Team; the
volunteer's duties, training, and benefits to our community.
5. Raspberry Festival
LouJean Gleason, Co -executive Director of the Hopkins Raspberry Festival,
described the Hopkins Raspberry Festival, its history, volunteers, Royalty and invited
the Ukrainian delegation to attend the 2012 Hopkins Raspberry Festival.
6. Presentation from Ukraine
Mr. Sergei Linkevich, Boryspil City Council, read an invitation from the city of
Boryspil, Ukraine and presented Mayor Maxwell and the Council with a book and
the flags of the city of Boryspil and Ukraine.

Phil Duran, 310 E. 38th Street #204, Minneapolis, Legal Director with Outfront Minnesota,
addressed the council in support of the Domestic Partners Ordinance.
Council Member Rowan moved and Council Member Youakim seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Council
Member Youakim, aye, Mayor Maxwell, aye. The motion carried unanimously.
V. ADJOURNMENT
There being no further business, Council Member Brausen moved and Council
Member Halverson seconded a motion to adjourn the meeting. The meeting was
adjourned at 5:34 p.m.
