The purpose of a study session is to allow the city council to discuss matters informally and in greater
detail than permitted at formal council meetings. While all meetings of the council are open to the public,
study session discussions are generally limited to the council, staff and consultants.

Brief Description Shady Oak Road Reconstruction
Background
Since 2005, Shady Oak Road has been under consideration for improvements by
Hennepin County. The specific section of road under consideration is from Excelsior
Boulevard to north of State Highway 7. The two city councils last met jointly about this
topic in December of 2006.
In 2009, Hennepin County was successful in receiving Federal funds, $7.28 million,
through the State Transportation Improvement Program. The road improvement is now
planned for 2014. The road project is estimated to be $20 million, with each of the cities'
share now being approximately $2.5 million, greatly reduced since 2006 (see pages A1 -
A2).
The purpose of the joint meeting is to explain the changes for the road project, provide
information about potential uses of community works dollars and gain the councils'
direction to keep the project on schedule and not jeopardize available federal and
county funding. It is important to remember the county board is required to approve any
expenditures of community works dollars.
Layout
The layout of the road reconstruction has been amended since 2006. Most of the
changes involve diminishing lane widths and removal of a roundabout just west of the
intersection of Main Street and Shady Oak Road. The revised plans can be found on
A3. The map also indicates the properties that are to be acquired, which properties
have already been acquired, and other improvements needed to construct the project.
By early 2012, the county will be requesting a revised layout approval from each city.
Most of the layout revisions were done to reduce the overall project cost and make the
project more feasible to construct. For example, the lane width reductions reduced cost
in two ways; less pavement reduces construction costs and a smaller road width
reduces right of way acquisition. The revised plans and project cost estimates that are
attached reflect these changes.
The primary change in right of way acquisition occurs on the south end of the project.
The layout approved in 2006 called for complete acquisition of several parcels in this
commercial area. The revised layout with the smaller road width calls for these parcels
to remain, and instead, small portions of each parcel will be acquired. The main impact
to these businesses includes the removal of parking along the front of the properties.

In an effort to minimize the parking impacts and maximize project benefits, the County
hired HKGI to make recommendations on alternative scenarios that would be primarily
paid for with the use of Hennepin County Community Works funds.
Sub -Area Study
The western property area between Oak Drive and Bradford Road has been the focus
of study for the potential use of remaining community works dollars. There are seven
properties in this area. The owners listed from south to north are as follows:
• Leamans Liquor Inc. - Hopkins
• Syndicate Sales Corporation — Hopkins
• George R. Wolfe Post No. 425 — Hopkins
• Mokabaka LLC (Dorholt) - Hopkins
• B J Johnson LTD Partnership - Hopkins
• Eric S. Johnson - Hopkins
• E H Ring Credit Shelter TR - Minnetonka
HKGI assisted in providing information about these properties in an effort to better
assess the issues of parking, landscaping, circulation and aesthetic improvements (see
pages A4 -A5). The maps identify the existing parking for each property, the zoning
requirement for parking and the potential parking improvements. Under the scenarios
developed by HKGI, a majority of the properties maintain their existing parking counts or
increase their parking, with the exception of the Johnson building.
The concept is that the community works dollars ($3 million) would be used to
accomplish the vision reflected in the plans, and in a way that would most benefit both
communities (see pages A4 -A5). The estimated cost to conduct all of the work indicated
on the plan would be approximately $3.9 million; this includes improvements to existing
properties and acquisition/demolition of the Leaman and Syndicate Sales buildings. The
difference between the available community works dollars and the cost of the
improvements could be made up by utilizing the proceeds from the sale of remnant,
vacant parcels and through the transportation project budget earmarked for ROW
acquisition (which includes city participation).
There are many moving parts in the budget for the road project and for the use of
community works dollars. It would be beneficial, from a redevelopment standpoint, to
conduct more acquisitions, however at this time, it appears that there are financial
constraints to allowing this to occur. If additional acquisitions were deemed necessary,
the magnitude of this added cost would likely not allow any improvements to be funded
for the remaining properties along the west side of Shady Oak Road. Staff will continue
to work with both community works and the project leadership to determine if there are
additional funds.

If this concept(s) is acceptable, the cities would present the plans to Hennepin County
Community Works staff and gain their approval. The use of the community works dollars
also needs to be approved by the Hennepin County Board.
Update on process
Both cities met with the property owners along Shady Oak Road that are affected by the
plan. Overall, the property owners have been accepting of the ideas presented by the
plans, although not all of the meetings had been held at the time of this report. By the
end of this week, remaining property owner meetings will be held and staff will provide
an update on those conversations at Tuesday evening's meeting.
Next steps
Final Report. HKGi will prepare a final report taking into account the input from
the joint meeting. The report will address:
➢ Building removal and parking reallocations
➢ Redevelopment infill opportunities
➢ Building reorientations as appropriate
➢ Pedestrian circulation
➢ Business signage
➢ Landscaping concepts
City staff would work through the county process for approval of use of the
community works dollars.
Project update information mailed to property owners in corridor area.
Revised layout approvals would be presented to each council in January of 2012.

Dear Mr. Gustafson,
Transmitted herewith, for use at the joint city council meeting on November 1, 2011 with the City of
Hopkins, please find Preliminary Layout 42 (dated 10/17/11) and Project Cost Estimate (dated
10/20/11).
Preliminary Layout #1 was previously approved by Minnetonka and Hopkins city councils in
September 2006. Since then, several changes have been made to the preliminary layout to reduce
project costs and impacts to adjacent properties. The changes, which include alignment shifts, turn
lane changes or removals, and changes to access, are detailed under "Layout History" on Preliminary
Layout #2.
Since 2006, Hennepin County received federal funds for the project.Therefore, in addition to project
cost reductions due to the changes noted on the layout, the $7,280,000 of federal funds further
reduce the county and cities' project costs.
Preliminary Layout #2 will seek city council approval at a future date, but is transmitted today for
your use and discussion. We look forward to continuing to work with the City of Minnetonka on the
