Staff recommends the following motion: "Move that Council adopt Resolution 2011-066, Resolution
Ordering Public Improvement Hearing 2012 Street and Utility Improvements, Project 2011-10."
This action continues an assessable project for street upgrading.
Overview.
At its September 6, 2011 meeting, the Hopkins City Council authorized Bolton & Menk, Inc. to
prepare a feasibility study concerning street and utility improvements in Central Hopkins. The report
is complete and is now submitted to Council for review and further action. A summary of issues is

Analysis of Issues
• Scope of Improvements
This project includes the reconstruction of the following:
• Minnetonka Mills Road between 5th Avenue N. and it's end west of 11 th Avenue N.
4th Street N. between 10th and 11 th Avenues N.
9th Avenue North between Minnetonka Mills Road and 3rd Street N.
• 3rd Street N. between 8th and 9th Avenues N.
8th Avenue N. between 1 st and 2nd Streets N.
• The alley between 5th and 6th Avenues N. and between 2nd and 3rd Streets N.
• The alley between 8th and 9th Avenues S. just south of Mainstreet.
The project also includes the reclamation of approximately 200 feet of Gethsemane Road
beginning at Minnetonka Mills Road.
The pavement condition index for the project area is below 30, which indicates failed pavement
and warrants reconstruction.
The scope of the project is reduced from that originally proposed on September 6th due to budget
considerations. The presence of poor soils and a return to bid pricing that is higher than in recent
•years required the paring down of this project. The streets removed from the project will be
reprioritized during the next CIP planning cycle in the spring of 2012.
Part of this project is aimed at improving pedestrian safety for students walking to Alice Smith
School. The improvements include realigning the school's entrances and reconfiguring the five
legged intersection at 9th Avenue, 4th Street, and Minnetonka Mills Road. The proposed layout is
shown in figure 4-1 in the attached feasibility report. This realignment requires the closure of
Minnetonka Mills Road between 9th and 10th Avenues N. The school is interested in leasing part
of this right of way for additional parking. This will all be discussed in greater detail at the Council
Meeting.
Proposed street improvements include full reconstruction with new curb and gutter throughout the
project area. The exception to this is Minnetonka Mills west of 11 th Avenue and Gethsemane
Road. These streets are similar in nature to South Service Drive from the 2011 project and no
curb and gutter was installed on this road.
Proposed water main improvements include the removal and replacement of valves and hydrants
in the area. Additionally, all water services will be replaced from the main to the property line
unless they are copper and less than 10 years old.
Proposed storm sewer improvements include upgrading a storm sewer line in Minnetonka Mills
Road between 5th and 6t Avenues N. and upgrades and new inlets as needed to address
• drainage issues.
Sanitary sewer improvements include replacing a pipe in Minnetonka Mills Road between 5th and
6th Avenues N, a couple of manhole replacements and spot repairs.

Pedestrian facilities include a 6 foot wide concrete sidewalk on the south side of Minnetonka Mills
Road between 8th and 9th Avenues N. across from Alice Smith School. There is currently sidewalk
along the east half of this area and the connection would be completed with this project. This is
part of the larger effort to improve the safety of the pedestrian access to Alice Smith School.
• Public Input
A public information meeting was held on November 9, 2011. Ten property owners attended and
were generally supportive of the proposed improvements. In addition to the neighborhood
meeting, we had individual meetings with the School District, Gehtsemane Church, Augustana
Chapel View Care Center, and the residents and property owners impacted by the realignment of
the 9th Avenue -4th Street -Minnetonka Mills Road intersection.
We are intending to have a second public information meeting prior to the public hearing. We will
notify residents of their proposed assessment amounts prior to this meeting, so that they can be
better prepared with questions for staff.

• Assessments
The proposed street assessments are based on the City's Assessment Policy whereby 70% of
the street reconstruction cost and 50% of the water service replacement is assessed to the
benefiting properties. The assessment cap for residential properties is $74.45 per front foot for
this project. Because the lots in this project are very similar to each other and the benefit is
equally similar, we are proposing to use a series of unit assessment for the street assessment on
residential properties in the Central Hopkins area. The unit cap along 9th and 6th Avenues is
based on an average lot size of 55 feet and is set at $4,094.75 per unit. The unit cap along 8th
Avenue is based on an average lot size of 50 feet and is set at $3,722.50 per unit.
The assessments for the 3rd and 4th Streets N. are spread one block north and one block south
because there is no frontage on the east -west streets.
Minnetonka Mills Road is being assessed in a number of ways. The properties on the north are
commercial and not subject to the cap. There are, however, a couple of flag lots that have little
frontage, but large areas. Therefore, a square foot methodology similar to North Service Drive is
being used on this side of the street.
The South side has a combination of properties with frontage and areas of no frontage. We are
dealing with this in the same we did on the Minnetonka Mills project east of 5th Avenue N. Those
properties with frontage will be assessed based on frontage. The areas without frontage will have
the assessments spread one block south. All residential properties will have the benefit of the
assessment cap.
The easiest way to show the assessments is graphically and we refer you to Figure 1-2 in the
Feasibility Report.

2012 STREET AND UTILTY IMPROVEMENTS
CITY PROJECT 2011-10
WHEREAS, the City Council authorized and directed the City Engineer to
prepare a report with reference to the aforesaid improvement, and
WHEREAS, the City Engineer has caused to be prepared the aforesaid report for
improvements on Minnetonka Mills Road, 3rd Street N., 4th Street N. 6th Avenue N., 8th
Avenue N., 9th Avenue N., an alley located between 5th and 6th Avenues N and 2nd and
3rd Streets N; and an alley located between 8th and 9th Avenues S. just south of
Mainstreet;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota:
1. The Council will consider the improvement of such street in accordance
with the report and the assessment of abutting property for all or a portion
of the cost of the improvement pursuant to Minnesota Statutes Chapter
429 at an estimated total cost of $3,072,000.
2. A public hearingy shall be held on such proposed improvement on
Tuesday, the 17t day of January, 2012 in the Council Chambers of the
City Hall at 1010 First Street South at 7:30 P.M and the City Clerk shall
give mailed and published notice of said hearing and improvements as
required by law.
