CR 11-104 Approve Resolution 2011-060, Authorizing Joint Powers Agreement for All-Hazard Incident Management Team_Aqq�_ 1 Date: Dec 20, 2011 Council Report 2011-104 Approve Resolution 2011-060 Authorizing Joint Powers Agreement for All - Hazard Incident Management Team Proposed Action Staff recommends approval of the following motion: Adopt Resolution 2011-060 approving authorizing the City Manager/Fire Chief to enter into a Joint Powers Agreement with the Regional All -Hazard Incident Management Organization. Overview The Fire Chief and Assistant Chief `s attended a 6 day class on Incident Management to be part of a team of Police, Fire EMS, Emergency Management and Public Health personnel that would respond to complex incidents within the City of Hopkins the State of Minnesota and outside the State of Minnesota and assist with management of a disaster. This resolution will authorize the Fire Chief and Assistant Chiefs to be a member of the All- Hazards Incident Management Team The Chief's will be part of a team of personnel that would respond to emergencies that are declared disasters through the Emergency Management Assistance Compact (EMAC) Primary Issues to Consider • The Plan to call on the Hopkins Fire Department Chief Officer is based on recent disasters and major emergencies in the State of Minnesota and outside the State. It is a practical approach to provide Incident Management resources in quantities beyond the means of any single Fire Department. The proposal is in line with the Emergency Management Assistance Compact (EMAC) and the Regional All -Hazard Incident Management Team (AHIMT) These events can include a major fire, train derailments, hazardous materials incidents, wildland fires, domestic terrorism, death of a firefighter, and other events that may overwhelm the local fire department serving the community and its normal mutual aid resources. Deployments could be anywhere from one day to up to two week. The City of Hopkins would incur the workers compensation and vehicle cost if a disaster is not declared. In most statewide request a disaster declaration is declared. Supporting Information Resolution 2011-060 61L �ejm a e pecken Fire Chief Financial Impact: N/A Budgeted: Y/N N/A Source: Related Documents (CIP, ERP, etc.): Notes: CITY OF HOPKINS • HENNEPIN COUNTY, MINNESOTA RESOLUTION 2011-060 RESOLUTION Entering into Joint Powers Agreement to Participate in the Regional All -Hazards Incident Management Team (AHIMT) WHEREAS, the City of Hopkins has the authority to enter into Joint Powers Agreement to be part of the AHIMT WHEREAS, the Hopkins Fire Department has been invited to enter into a JPA Agreement with multiple cities and counties from the State of Minnesota WHEREAS, the Hopkins Fire Department Command staff will be part of AHIMT team to respond to incidents inside and outside the City Of Hopkins and the State of Minnesota WHEREAS, the Hopkins Command staff will do so under an Emergency Management Assistance Compact (EMAC) engaged as a member of the AHIMT will be afforded all the protection and coverage as stated in Minn. Stat.192.89 and retains all stated protections and coverage while engaged as part of an EMAC request WHEREAS, joining the AHIMT will give Hopkins fire Command staff the opportunity to be activated to support Incident Management activities pursuant to this agreement NOW, THEREFORE, BE IT RESOLVED that the City of Hopkins City Council approves a Joint Powers Agreement with the All -Hazards Incident Management Organizations and establish membership in an All -Hazards Incident Management Organization.
