01-03-2012 CCA regular meeting of the Hopkins City Council was held on January 3, 2012, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson, and
Youakim. Also, present were staff members Elverum, Genellie, Harkess, Luedke,
Mornson, Stadler and City Attorney Jerry Steiner.
CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:34 p.m.
II. OATH OF OFFICE
Kris Luedke, City Clerk, issued the Oath of Office to Council Members Molly Cummings,
Jason Gadd, and Mayor Eugene Maxwell.
III. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no comments.
IV. CONSENT AGENDA
1. Minutes of the December 20, 2011 Council Meeting
2. Ratify Checks for the Month of December
3. Appointment of Mayor Pro Tempore
4. Designate the Official Newspaper 2012
5. Approve City Council Schedule for 2012
6. Approve Local 49 Contract
7. Approve Dispatchers Contract

Mayor Maxwell thanked Mr. Genellie for his work on the contract negotiations and city
employees for their commitment to the City of Hopkins.
Mr. Mornson discussed the city council 2012 regular meeting & work session schedule.
Mr. Mornson noted that one change to the schedule will be reducing work sessions
from two to one per month on the 2nd Tuesday but will utilize the 4'h Tuesday for special
meetings. Council discussed and approved changing the Tuesday, July 3 City Council
meeting to July 10'h.
Council Member Youakim moved and Council Member Halverson seconded a motion
to approve the Consent Agenda. A poll of the vote was as follows: Council Member
Cummings, aye; Council Member Gadd, aye; Council Member Halverson, aye;
Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried unanimously.

V. NEW BUSINESS
Ehlers for TIF and Bond Basics
Ms. Stacie Kvilvang, Financial Advisor with Ehlers, gave an overview on Tax Increment
Financing and Bond Basics to the Council. Ms. Kvilvang discussed TIF, abatements,
complexity of the property tax system, state property & market value taxes, fiscal
disparities, property tax distribution, explanation of the five TIF districts in Hopkins and
the current & upcoming debt obligations of Hopkins. There will be further discussion in
February on the Hopkins TIF Management Plan.
No further action needed.
Mr. Mornson invited the public to fake part in the upcoming Citizen Academy,
Thursdays, March 1-29, 2012. Applications are available on the city website.
Mr. Mornson thanked Mr. Stadler, Public Works Director, for his work on securing grants
for Maetzold Field upgrades.
Mayor Maxwell encouraged citizens to attend the State of City event at the Hopkins
Center for the Arts on February 28, 2012.
Mayor Maxwell welcomed the new City Council Members, Molly Cummings & Jason
Gadd.
VI. ADJOURNMENT
There being no further business, Council Member Gadd moved and Council Member
Cummings seconded a motion to adjourn the meeting. The meeting was adjourned
at 8:22 p.m.
