1986-42CITY OF HOPKINS Hennepin County, Minnesota Resolution No. 86-42 A RESOLUTION OF THE HOPKINS CITY COUNCIL CREATING A PARKING COMMITTEE WHEREAS, the Hopkins City Council may by resolution, pursuant to Chapter 2, Section 2.02 of the Hopkins City Charter, create commissions or boards and appoint members thereof, with any advisory powers to investigate any subject of interest to the municipality and to prepare any plans subject to the approval of the Council, and WHEREAS, the subject of parking is of interest to the City, the creation of a Parking Committee will help ensure a functional, economical,and safer environment for residential, commercial, industrial and public activities and will promote the public health safety, and general welfare, and WHEREAS, a Parking Committee will advise the Council and report on desirable changes to ensure a parking management system thereby bringing about significant progress in both public and private economic development. THEREFORE BE IT RESOLVED by the City Council of the City of Hopkins that the Parking Committee herein created shall: Consist of five members appointed by the Mayor; and a staff liaison designated by the City Manager; who shall meet on an "as needed" basis. Elect a Chairperson, Vice Chairperson and operate under Roberts Rules of Order. Undertake analysis review of parking issues and make recommendations to the City; study zoning ordinance revisions regarding both the number of required spaces and parking space or lot design; consider changes to the operation and management of the City parking system including such items as fees or fines, changes in snowplowing procedures or enforcement practices; and changes in parking time limits; propose parking budgets; parking components of redevelopment proposals, and parking concerns raised by citizens, business persons, and property owners.
