Resolution Reestablishing Precinct Boundaries
And Polling Places after State Redistricting
Proposed Action
Staff recommends adoption of the following motion: Move to adopt Resolution 2012-012, re-
establishing Precinct Boundary Lines and PollingPlaces.
Overview
Redistricting occurs after each 10 year census and is the process used to adjust the various
elective district boundaries to accommodate population shifts. It deals strictly with population
and ensures that the people of each district are equally represented. Federal and State redistricting
affect local government redistricting of ward boundaries and reestablishment of precinct
boundaries.
City governments must redistrict or reestablish all precincts after the state redistricting.
Establishing the precinct boundary lines is the second step in completing the redistricting
process. Once the City establishes the precinct boundaries, the information is sent to the
Secretary of State and Hennepin County. Hennepin County will then establish County
Commission Districts.
Minnesota Redistricting Timelines
February 21 — State Congressional and Legislative Plans completed and approved by Court
April — City Precinct Boundary redistrict completed (19 weeks before Primary)
May 1 — County and School redistricting completed (15 weeks before Primary)
May 22 — Early Candidate Filing opens (84 days before Primary)
June 19 — Notice of new boundaries posted in clerk's office (56 days before Primary)
June 29 — Absentee Voting Begins (45 days before election)
July 20 — County mails notice of voting precincts to all registered voters (25 days before Primary)
August 14 — State PRIMARY Election (new precincts and districts take effect)
November 6 — State GENERAL Election

How were the precinct boundaries and polling places determined?
In determining the precinct boundaries, staff did the following preparations:
• Reviewed City Charter, City Code and the State Redistricting Guide.
• Obtained census information and reviewed population data and census block boundaries.
• Evaluated existing polling place for location, accessibility, parking and room size.
• Reviewed past election results.
• Reviewed existing precincts for total number of registered voters.
• Reviewed City Council Report 2007-046 and Resolution 2007-33 Resolution approving
Changing to Precinct Boundary Lines and Designation Polling Place.
In view of the above information, it was determined that the current precincts boundaries and
polling places meet the requirements:
Precinct Boundaries
• Precinct boundaries must follow a census black line — Census blocks are geographic areas
bound by physical features such as streets, lakes, rivers, railroad tracks.
• Precinct boundaries cannot cross Legislative or Congressional District boundaries
• Precinct boundary shape should be compact and contiguous
No population requirement
Polling Place Designation
• Large enough to accommodate required number of voters expected in presidential
election
• Fully accessible and usable by elderly or disabled persons
• Free of other, non -election activities
• Located within the precinct boundary or with one mile of the precinct boundary
• Free from smoking and liquor
The current polling place number of registered voter is:

Staff is not recommending any changes at this time to the City's precincts. While some precincts
do have more registered voters, these precincts have enough parking and room in the polling
place to accommodate these voters. By not changing the polling places, voters will be in the same
precincts as they were for the 2008 election.
Even though the precincts are not changing every registered voter will receive a new notice from
Hennepin County of where their polling place is located.

RESOLUTION 2012-012
RESOLUTION REESTABLISHING PRECINCT BOUNDARIES
AND POLLING PLACES
WHEREAS, The 2010 Census is complete and;
WHEREAS, the legislature of the State of Minnesota has been redistricted and;
WHEREAS, Hopkins is no longer divided into two Congressional Districts,
WHEREAS, Minnesota Statute Section 204B.14, subd. 3 (d) requires that precinct
boundaries must be reestablished within 60 days of when the legislature has been redistricted or
at least 19 weeks before the state primary election, whichever comes first;
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins,
County of Hennepin, State of Minnesota hereby reestablishes the boundaries of the voting
precincts and polling places as follows:
Precinct No. 1
Beginning at the NW corner of said precinct, the area bounded by a line commencing at the
intersection of 12th Ave N and State Highway No 7, then easterly along State Highway No 7 to its
intersection with the northerly city limits, then easterly along the city limits to their intersection
with Blake Rd N, then southerly along Blake Rd N to its intersection with Lake St NE, then
westerly along Lake St NE to its intersection with Tyler Ave N, then southerly along Tyler Ave
N to its intersection with 2nd St NE, then westerly along 2nd St NE to its intersection with
Minnetonka Mills Rd, then northwesterly along Minnetonka Mills Rd to its intersection with 11th
Ave S, then southerly along 11 th Ave S to its intersection with 4th S N, then westerly along 4th St
