02-21-2012 CCA regular meeting of the Hopkins City Council was held on February 21, 2012, in the
Council Chambers of the Hopkins City Hall.
Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson, and
Youakim. Also, present were staff members Beard, Elverum, Genellie, Mornson,
Reynolds and Stadler.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no comments.
III. OATH OF OFFICE
Chief Reynolds introduced new Police Officers Matthew Gangelhoff and Kevin Hegyi
who will be filling two of the department's vacancies. Mr. Genellie issued the Oath of
Office. Officer Hegyi's wife pinned on his badge. Chief Reynolds pinned on Officer
Gangelhoff's badge.
IV. PRESENTATIONS
1. Pro Laser for the Hopkins Police Department
Mr. Richard Smith, Law Enforcement Liaison, Office of Traffic Safety of the Department
of Public Safety, presented Chief Reynolds and the Hopkins Police Department with a
Pro Laser speed device to be used for enforcement and education. 367 departments
applied for the award and 9 departments, including Hopkins received the award.
Chief Reynolds thanked Mr. Smith for the award.
2. 2011 Photo Contest; Beard
Ms. Beard addressed the Council about the 2011 City of Hopkins Photo Contest, which
included over 100 entries and ultimately 7 winners. Ms. Beard displayed & described
the winning entries and thanked the Marketing Committee for judging the contest.
Mayor Maxwell & Ms. Beard presented certificates to the contest winners.
3. The Depot
The Depot students recognized the Hopkins City Council for their support of the Depot
Coffee House. The students addressed the Council about their volunteer experiences
at the depot, their favorite Depot moments, the 2012 Depot Coffee House goals and
upcoming events.
4. Tru -Masters Barbershop, 9084 Excelsior Blvd, Hopkins
The owners of the new barbershop in Hopkins introduced their business and hours of
operation. Mayor Maxwell welcomed them to the City of Hopkins.

V. REPORT
2011 Annual Police Report
Chief Reynolds addressed the Council about the Hopkins Police Department 2011
Annual Police Report. Chief Reynolds gave an overview of calls for service, medicals.
2009-2011 crime comparisons, sector policing, crime assessment & planning, call
reduction efforts, traffic enforcement, motor vehicle crashes, parking enforcement,
drug task force, graffiti task force, funding awards, outreach initiatives, internal affairs,
Police Reserve unit and Public Safety Chaplain Corps.
Chief Reynolds updated the Council on the crime statistics, the service the Police
Department provides the Hopkins community and thanked the Council for their
support.
Mayor Maxwell thanked the Police Department for their service.

4. Approve Liquor and Tobacco License for "The Liquor Store and More" Located at

6. Approve Resolution 073, in Support of Metropolitan Council's 2012 Bonding Request
for Southwest Light Rail Transit (Memo)
7. Approve Resolution, Supporting Application to Met Council LCDA TOD Program
(CR2012-019)
Mr. Mornson updated the Council on the Metropolitan Council's 2012 Bonding
Request for Southwest Light Rail Transit.
Council Member Youakim moved and Council Member Cummings seconded a
motion to approve the Consent Agenda. A poll of the vote was as follows: Council
Member Cummings, aye; Council Member Gadd, aye; Council Member Halverson,
aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion carried
unanimously.
Citizen Academy on Thursdays, March 1-29, 2012, applications are still available.
State of the City and Taste of Hopkins event at Hopkins Center for the Arts on
Tuesday, February 28, 2012, 5-7 pm.

VII. ADJOURNMENT
There being no further business, Council Member Halverson moved and Council
Member Gadd seconded a motion to adjourn the meeting. The meeting was
adjourned at 8:30 p.m.
