Memo Implementing Pavement Management Program � CITY OF HOPKINS MEMORANDUM DATE: January 6, 1994 TO: Al1 Park Board Members FROM: Lee Gustafson, Public Works Director � � SUBJECT: Discussion on Implementing a Pavement Management Program (PMP) This discussion has been scheduled with Council as a follow up to an earlier discussion that was held with Council back in November. The last discussion on pavement management focussed mainly on the technical side of the program. Time constraints did not allow enough time to discuss the entire program, and as such, Council did not get a chance to review and ask guestions on the more important features of the program such as the benefits. This discussion will get away from the technical issues, and focus mainly on why it would be a good idea for the city to have a pavement management program. � Attached for your information on this issue is the Council report that was scheduled for Council consideration at the Noveruber 2nd City Council meeting. The report was pulled from consideration at that time due to the City Council not having enough time to thoroughly review the matter at an earlier work session. Included with the report is an analysis of the following issues: o What is the history of pavement management in Hopkins? o What research has been done on pavement management programs? o How will a pavement management program benefit the City of Hoplkins? o What is the cost of developing a pavement management program? o How will the cost be funded? Also included within the report is a proposal from Braun Intertec to assist the city in implementing a pavement management program. Braun's proposal gives some history on their company as well as a listing of the features of their pavement management program. Their proposal also includes a scope of services for implementing a program and corresponding fee schedule. Prior to the last discussion on pavement management, Council was sent a small booklet titled "The Hole Story". This booklet was sent to Council in order to provide them with some background, on pavement management.
