Memo City Council Economic Retreat CITY OF HOPKINS
• MEMORANDUM
DATE: December 7, 1994
TO: The Honora- Mayor & City Council
 .
FROM: Tom Harmening, Community Development Director
SUBJECT: City Council Retreat - Economic Development Issues
To assist with the Council's preparation for the retreat, as well
as facilitate discussions during the retreat, staff has compiled
a variety of information in this document. This includes:
° • Brief summary of various economic development issues facing
the City.
• Background information, as applicable, for each topic.
• Outline of projected revenues and expenditures for TIF
District 1-1.
• As noted on the agenda, staff proposes to review each of these
items with you. Hopefully, this will allow the Council to come to
some consensus on the economic development priorities it feels
are appropriate and the correct actions which should be taken to
achieve these priorities.
Questions which staff suggests the Council ask itself as it
reviews the status report on each project or activity includes:
• Is staff's perceived goal for each topic correct?
• Is the current approach to accomplish each goal correct?
• Are there projects we should be working on which are not
identified?
Are there projects listed which we should not be pursuing?
As you review this information, if you should have questions or
want additional information available at the meeting, please call
me.
As noted on the agenda, if time permits staff desires to discuss
with the City Council information which has been prepared by the
Inspections Division in response to questions previously raised
by the Council. This information is provided under separate
• cover.
From a logistical perspective, I would encourage you to dress
casually and comfortably for the retreat.
