Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins Citv
_ Council denv the carnival permit application of the Hopkins Raspberrv Festival.
Adoption of this motion will deny the Raspberry Festival permission to sponsor a carnival on the
north side of the Suburban Chevrolet site.
- Overview
The Hopkins Raspberry Festival has requested a permit to sponsor a carnival on the north side of
the Suburban Chevrolet site from Wednesday, June 26 until Sunday, June 30. The carnival is
- scheduled to run from 2:00 p.m. to midnight. Parking is proposed for St. Joseph's church lot and
- the ramp. There is no proposal to sell liquor as part of the carnival.
Staff is recommending that permission for a carnival not be given. The experience with carnivals
= in the past has not been good.

Analvsis of the Issues
- • What are the concerns regarding this carnival?
There are a variety of concerns with allowing a carnival at this site. The primary concern
would be noise. The proposed site abuts residential neighborhoods. The residents have
- not had an opportunity to respond to this proposaL Parking is another concern and the
° surrounding businesses have also not had an opportunity to see this proposaL
= All City departments have been notified of the Carnival. The following issues have been
raised:
_ • Additional demands on police department personnel and reserves just prior to the
Raspberry Festival when resources are stretched the most.
` • Trash and garbage generated at the site which would blow off site and have to be
picked up by City crews.
= • Dust and dirt from the construction on the south side of Mainstreet.
` • Safety concerns of children wandering over to south side of Mainstreet
;� • Potential traffic hazard with a carnival located right on Mainstreet.
' Should the Council agree to allow a carnival, staff recommends that the following
- conditions be met:
� � Insurance with City and HRA named as additional insured.
_ • Acquire any required electrical permits and inspections.
- • Any damage to be repaired by responsible party.
_ • Clean up of site by the responsible party.
_ • No refuse service will be supplied by the City.

= 1. Do not approve the carnival permit. This will prevent the Raspberry Festival from

' 2. Continue the this item and solicit input from the residents and businesses which abut the

The Hopk�ns Raspberry Festival Board of Directors would like to request approval, by the City Council, of a
= special event permit to hold a carnival in conjunction with the 1996 "BIG RED BERRY BASH" FestivaL
� The dates requested are lune 26, 27, 28, 29, 30.
� While the specific Festival dafes are luly 5-14, our soflball tournament is being held June 28 & 29, so this would
= coincide with the carnivaL
° I have talked with a St. Louis Park-based grou�, Magel Carnival Midway, Inc. (MCM.) This group has provicled the
= Midway for the Eden Prairie Lions Club Schooner Days for many years. They also do carnivals for Kandiohi
- Counry, Park Ra�ids, Willmar, Moose Lake, and the Douglas County Fair among others. I found Bill Magel, their
= owner, very responsive to concerns and questions that I raised. His goal is to work with the host organization to
' provide a well received and successful event. They want to be welcomed back to a community, preferring ro
build long term commitments, raiher [han a quick one time shots.
-� There are two reasons we have decided to include a carnival. First, our festival dates were changed this year due
to some conflicts with Aquatennial. This means we don't have two consecutive weekends as we've lradilionally

Secondly, we need to use this as a revenue generator. Our gaming revenue no longer provides full sup���rt (or all
= the events the Festival offers. Jt is imperative to either generate additional revenue or eliminate events.
MCM, is offering us 20% of the gross for rides, and $5.00 per concession. While our market is new and an
_ estimate is unpredictable - last year, Eden Prairie Schooner days grossed $34,000.00 The carnival three years
= ago, which came in under very short notice and had lhree days of rain, generated profits to St. )oes and to the
- J.C.'s of $800.00 each.
Should you approve a special use permit, Dave McCarville �nd George Hastad have agreed to act as liaisons lo
_ the carnival. They will make the necessary arrangements for a successful event, including sanitation, electrical
' needs, and siting the event.
: We are requesting the use of the north side of the Suburban Chev site for this event. St. )oseph's has said they will
� allow the carnival personnel to place their campers and housing or one of their parking lots. St. )oes would also
- consider permitting the event to be (ully staged in their lot, but their first choice would be to have it on the
= Suburban Chev. site.
