Subject: Shady Oak Road Reconstruction Proiect
The purpose of this work session topic is to present the details of the latest roadway
design; recap resident, property owner, and business owners concerns heard to -date and
answer questions. The goal being that City Council members feel ready to consider and
approve the preliminary layout at its March 20 meeting.
The project schedule is tight. The County must start final design work and environmental
work soon in order for construction to begin in 2014 and be completed in 2015. The
current schedule includes approval of preliminary layout #2 at the March 20 Hopkins City
Council Meeting. Minnetonka approval is planned at their March 26 City Council Meeting.
These are critically important steps as without City Council approvals of the layout neither
final design nor federally -required environmental work can begin.
As City Council may know, the County's revised design plan does not require taking of the
Hopkins businesses along the west side of Shady Oak Road, but it does take the pull-up
parking stalls at the front of the buildings. Kersten Elverum, Planning/Economic
Development Director and Hennepin County representatives have met at least once, in
some cases several times, with the property owners to come up with a redevelopment
plan that has the greatest potential to: maintain Hopkins businesses in town, ensure
continued viable commercial properties, and be supportable by Hennepin County
Community Works with funding assistance of at least $3 million. It is very important that
the City receive the funding assistance from Community. Works — we intend to recommend
that the city's approval of the County's right-of-way (ROW) cost sharing agreement be
contingent on our receiving these Community Works funds. The County will ask Hopkins
to approve the ROW agreement later this spring — it's unclear when the County Board will
consider approval of the Community Works funding.
At the work session, the County representatives and their consultantwill present a power
point similar to the one shown at the January 24 public information meeting. It intended
to also use this power point presentation at the March 20 City Council Meeting._
Also attached is the listing of frequently asked questions that has, or soon will be, posted
to the websites and which will also be mailed to the project stakeholders along with a
memo describing the date, time and locations of the upcoming March 20 and March 26
City Council meetings wherein the City Councils will consider approval of preliminary
layout #2.

Dear Mr. Stadler:
Transmitted herewith for approval by the Hopkins City Council, please find Preliminary Layout
No. 2 (dated March 5, 2012) for the referenced project. In addition, please find a preliminary cost
estimate and schedule for your reference. The proposed project includes the reconstruction of
County State Aid Highway (CSAR) 61 from Excelsior Boulevard to north of Trunk Highway 7.
The proposed improvements include reconstructing CSAH 61 as a four lane urban roadway with
a new pavement structure, improved drainage facilities, safer. pedestrian accommodations, and
new traffic signal systems at Main Street and at Trunk Highway 7.
Hennepin County is requesting Council approval of the layout as an assurance that the City is in
agreement with the project concept prior to beginning detailed design and development of the
environmental analysis and construction documents. The preliminary layout is the "footprint" of
what the project will look like. The footprint proposed in this layout is smaller than what was
shown in the layout previously approved by the Cities of Hopkins and Minnetonka in September
2006. The smaller footprint results in lower construction and right of way acquisition costs for
the county and the cities.
The County respectfully requests City Council approval of the preliminary layout, and that the
following be included in the Resolution of Approval:
® Approval of Preliminary Layout No. 2 (dated March 5, 2012).
® Authorization by the City for the County to acquire all rights -of way, permits, and/or
easements required for the improvements proposed in Preliminary Layout No. 2.
o Agreement by the City to ban the parking of motor vehicles at all times and to provide
enforcement for the prohibition of on -street parking for CSAH 61 and Main Street within
Project No. 9112 limits and Hopkins' corporate limits.

Council approval of the preliminary layout does not obligate a financial commitment by the city
at this time. A Right of Way Agreement is being drafted that will detail anticipated land
acquisition costs for the project. Execution of that Agreement will represent a financial
commitment by the City. Review and execution of that Agreement will be sought after
preliminary layout approval. Please note that the County has already acquired four properties in
anticipation of the project.
The City Council will also have the opportunity to approve the final construction plans and
Construction Cooperative Agreement, which will include construction cost participation and
maintenance responsibilities, prior to construction of the project. If you have any questions, or if

The Mainstreet/Shady Oak Road intersection design proposes a new, highly visible pedestrian crossing to increase
safety. Based on comments from the public informational meeting, the layout has been modified to reflect a more
pedestrian friendly environment atthe crossing location. `

The proposed design nfShady Oak Road will incorporate atrail along the east side ofthe roadway and asidewalk along
the west side ofthe roadway. Once the trail along Shady Oak Road is constructed, users will have improved access to
the regional trail system. During the recent reconstruction of Shady Oak Road south of Excelsior Boulevard, the trail
along Shady Oak Road was connected to the Minnesota River Bluffs LRT Regional Trail 0.3 miles south of Excelsior
Boulevard. A future trail connection has also been proposed between the Shady Oak Road trail and the Lake
Minnetonka LRT Regional Trail a|ongth000uthddeofTrunkHiQhvvay7,adistonceofapproximate|yO.Smi|es.
S. What will be done to reduce neighborhood cut -through traffic during construction? _

signage and enforcement as much as practicably possible,
6. Will noise walls be constructed as part of this project?
The proposal of noise walls depends upon a noise analysis, per federal guidelines, as part of the environmental review
related to the project. If the analysis determines a noise wall should be proposed, feedback from affected property
owners will be solicited.
7. With the existing nearby highways (TH 169,1-494, TH 62 and TH 7), why does Shady Oak Road need to be widened
'
tnfour lanes?
Shady Oak Road $ ' as an A -Minor Arterial, and as an A -Minor Arterial it is intended to serve medium length
trips within the county and provide connections to the principal arterial system (freeways). The traffic onShady Oak
Road is forecast to increase over the next 20 years as a result of new development in Minnetonka and Hopkins, and
construction ofthe Southwest LRT line. Traffic from this area, destined to|-494,must use Shady Oak Road toTrunk
Highway 7,because Excelsior Boulevard does not have access to|'494. With the current two lane section, the
intersection of Main Street and Shady Oak Road is forecast to operate at an unacceptable level of service "F" during
peak hours by 2030 and traffic would back up from Main Street to Excelsior Boulevard. The analysis of283Otraffic `
forecasts indicates that a four lane section with left -turn lanes is required to maintain an acceptable level of service.

8. Why is there a median at the Bradford Road/Shady Oak Road intersection?
In an attempt to improve safety at the Bradford Rd/Shady Oak Road and Excelsior Blvd/Shady Oak Road intersections, a
median at the Bradford Road intersection was incorporated, thus reducing the number of conflict points within a short
distance of the Excelsior Boulevard/Shady Oak Road intersection and improving safety.
9. Why is it necessary to redesign the Shady Oak Road/Trunk Highway 7 intersection and acquire homes along the
east -side of the roadway?
The Shady Oak Road/Trunk Highway 7 intersection was redesigned for three reasons:
• Additional capacity was needed to maintain acceptable traffic operations for the forecast traffic
volumes.
• The current direct residential access to Shady Oak Road near the TH 7 intersection is not safe and is
frequently blocked by traffic queuing back from the TH 7 intersection.
• The sight distance on Shady Oak Road between Lake Street and TH 7 is not adequate.
A number of alternatives were considered to address these issues, but the best alternative was to realign Shady Oak
Road to provide: a more perpendicular intersection with TH 7, additional turn lanes, and a frontage road for private
access. This required acquisition of the homes on the east side but significantly improves safety in this area.
10. Why does the TH 7 North Service Drive need to be realigned to meet Shady Oak Road?
The North Service Drive realignment is necessary to provide additional spacing between the TH 7 intersection and the
North Service Road intersection and to improve traffic signal operations and safety. Separating these intersections will "
still provide access to the adjacent neighborhood while providing needed storage space for vehicles queued at the traffic
signal.
11. Will business parking spaces along Shady Oak Road be impacted?
Yes, some of the existing parking spaces are within the right-of-way and must be removed. We are working with
individual property owners to identify how to adequately provide parking for their properties. All access to and from
Shady Oak Road will be from designated driveway access points.
12. Will the road reconstruction alleviate the flooding on the roadway and adjacent streets?
The roadway is being designed to provide a connection from the pond on the east side of Shady Oak Road between 1st
Street and 2nd Street (duck pond) to the storm water system on the west side of Shady Oak Road which will alleviate the
flooding that has occurred in this area. Currently when water in the duck pond reaches flooding levels it flows over
Shady Oak Road to the wetlands on the west side of Shady Oak Road. The new pipe will allow storm water to flow
under the road before it reaches a level that floods the adjacent streets and properties.
13. Will the duck pond(s) be protected during construction and accessible after construction?
The duck pond will be protected from sedimentation during construction through an erosion control plan. The current
grassy area along Shady Oak Road, between 1st and 2nd Streets, is proposed to be eliminatedwith the project and is
proposed to be replaced on the south side of the pond. This area will be accessible from either 1st Street or the trail
along the east side of Shady Oak Road.
