MINUTES OF THE CITY COUNCIL WORK SESSION
• Tuesday, February 8, 2011
Raspberry Room - 6:30 p.m.
The meeting was started at 6:35 p.m. Present were Mayor Maxwell and Council
members Kristi Halverson, Cheryl Youakim, Bruce Rowan, Hopkins City Manager Rick
Getschow, Representatives from the Blake School Roger Martin and John Herman
Blake School:
There was a great deal of continued discussions in regards to the development that
Blake School would like to do on their campus. The residential property that Blake
School has purchased is zoned residential and is not for institutional use.
The City of Hopkins places a lot'of importance on residential property. They would
like to see our neighborhoods taken care of and not lose single family homes.
The City of Hopkins and Blake School have had issues in the past about the vision of
this project. The goal is to reach a common ground where it is more of a win-win
situation.
Issues discussed included the building of holding ponds, the relocation of water
main, buffering, landscaping, meeting the requirements of the watershed district,
and payments in lieu of taxes.
After a great deal of discussion the Council has asked Blake School to put together
a concept plan in writing to present to the Council and the residents at an
upcoming neighborhood meeting.
City Manager Getschow stated that the plans would then have to go to the Zoning
and Planning Commission to be reviewed. The Mayor stated that this process may
take two to three months.
State of the City Planning:
City Manager Getschow discussed the planning of the State of the City event for

OTHER:
City Manager Getschow stated that the Cit Attorney has recommended

enacting a moratorium in areas that are guided for mixed use. This
moratorium would be placed on the February 15th council agenda for
consideration.
• City Manager Getschow stated that they have gone through the process
of hiring the Director of the Center for the Arts and a candidate has been
offered the position.
With no further business to discuss there was a motion by Rick Brausen and a second
by Cheryl Youakim to adjourn the meeting at 8:35 p.m.
