Minutes - 7/19/11A regular meeting of the Hopkins City Council was held on July 19, 2011, in the Council • Chambers of the Hopkins City Hall. Present were Mayor Maxwell, Council Members Brausen, Halverson and Rowan. Also present were staff members Elverum, Genellie, Harkess, Kearney, Stadler and City .Attorney Jerry Steiner. I. CALL TO ORDER Mayor Maxwell called the meeting to order at 7:30 p.m. II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS Peter Boisclair, 620 Oak Park Lane, Hopkins, addressed the Council requesting that the City of Hopkins adopt a Domestic Partnership Registry Ordinance. Mr. Boisclair presented the Council with information he has researched up to this point. Council needs to discuss the request at a work session; Staff will notify Mr. Boisclair when the Domestic Partnership Registry discussion will be on the agenda. III. PRESENTATION 1. "The Cultivation of Raspberries" to Jerre Miller and Jim Shirley • Ms. Elverum read the story about "The Cultivation of Raspberries" mural and explained that note cards and posters are available for purchase on the city website and at city hall. Mr. Miller and Mr. Shirley explained how they discovered and removed the mural from the former Hopkins Post Office prior to the building demolition. Ms. Elverum and Council thanked Mr. Miller and Mr. Shirley for their foresight to save the mural and a piece of Hopkins history by presenting each of them with a poster. 2. Community Days of Service Buck Day of Faith Presbyterian Church and Marie Levitus of Bet Shalom Congregation addressed the Council about the 2011 Community Days of Service. Next year's Community Days of Service will be May 19-20, 2012 and they thanked the Hopkins City Council and the community for their support. Mayor Maxwell and the Council thanked them for their time and efforts. 3. Ukraine/Borispol trip and Sister City Invitation Mr. & Mrs. Fursman gave a slide presentation about the trip to the Ukraine where nine Minnesotans, including Mayor Maxwell, were able to exchange ideas and foster friendships with local Ukrainian government officials. The City of Hopkins was presented with the Ukrainian Flag, City Flag of Borispol and an invitation to be a sister city with • Borispol, Ukraine. Plans are underway for a Ukrainian visit to Hopkins in September 2011. IV. CONSENT AGENDA • 1. Minutes of the July 5, 2011 City Council Meeting 2. Minutes of the July 5, 2011 Work Session after the City Council Meeting 3. Minutes of the July 12, 2011 Work Session 4. Second Reading, Zoning Amendment 5. Second Reading, Mixed Use Zoning 6. Approve a Temporary Liquor License for Augustana Chapel View Care Center; (CR 2011-065) 7. Appoint Colin Serle to the Park Board 8. Approve 2011 Sergeants Contract; (CR 2011-067) 9. Approve Resolution 2011-037, Authorizing an Application to the Livable Communities Act Tax Base Revitalization Account for the Former Park Nicollet Site; (CR 2011-069) 10. Appoint City Manager;(CR 2011-068) Mr. Genellie stated that Mr. Mornson has accepted the City Manager position and will start on August 22. Council expressed concerns if the Temporary Liquor License will have time to be processed due to the state shutdown. Staff will do what they can to expedite the license application. • Council Member Brausen moved and Council Member Rowan seconded a motion to approve the Consent Agenda.: A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Mayor Maxwell, aye. The motion carried. V. NEW BUSINESS 1. Approve EmergencyOrdinance 2011-1032 Regarding Electrical Permits and Inspections Mr. Kearney, Building Official, addressed the Council giving an overview of the Preamble and the Emergency Ordinance regarding electrical permits and inspections. Staff recommends that Council approve the ordinance. Mr. Genellie explained that the city's intention, at this time, is to contract the electrical inspections to avoid future problems in the event of another state shutdown and to provide better service. Council questioned if there were any projects being held up and staff confirmed that several had been delayed. Staff stated that the electrical inspector, permits and fee schedule are ready to go Wednesday morning. Council Member Halverson moved and Council Member Rowan seconded a motion to approve the Resolution Adopting the Preamble to Emergency Ordinance •#2011-1032-A. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Mayor Maxwell, aye. The motion carried. K Council Member Brausen moved and Council Member Halverson seconded a motion to Approve Emergency Ordinance 2011-1032-B Regarding Electrical Permits and Inspections. A poll of the vote was as follows: Council Member Brausen, aye; Council Member Halverson, aye; Council Member Rowan, aye; Mayor Maxwell, aye. The motion carried. 2. Second Quarter Finance and Investments Ms. Harkess, Finance Director, gave a review of the 2nd quarter financial and investment report. No action was taken. Council thanked the Hopkins Raspberry Festival volunteers and Public Works Department for their time and effort. Next City Council meeting is Monday, August 1 st due to National Night Out on Tuesday, August 2nd. VI. ADJOURNMENT . There being no further business, Council Member Halverson moved and Council Member Rowan seconded a, motion to adjourn the meeting.
