Staff recommends approval of the following motion: authorize execution of Resolution
465 and award the contract to Crossroads Construction Inc. for the Window :
Replacement Project at Dow Towers:
Overview
The Hopkins HRA has been awarded dollars from Hennepin County:CDBG
Stimulus Funds for Window Replacement at Dow Towers. Additional funds for the
project were allocated from the 2009 Capital Improvements Runds in the amount of '
$89,160 from the Department of Housing and Urban Development. The fitnds are to .be
used to replace the windows at Dow Towers and to improve energy co�servation. The
HRA fias solicited bids for the window replacement: project: Six different contractors'
completed bids fo� the three classes of windows being considered. Staff is
recommending the:contract be awarded to Crossroads Construction, Inc: They were the
low bidder for the H-Window for the apartment units and the hallway and laundry room
window alternatives. .

Primarv Issues to Consider
What is the scope of work?
The scope of work includes removal and replacement of apartment, laundry and hallway
windows at Dow Towers.
Is the window selected the best option for pow Towers?
The H-Window is the best option for pow due to the performance factors listed on the
table provided. It offers improved egress in the bedrooms for each resident. The H-
Window performs better in each test windows are rated on including: U-Value,
condensation and water testing. In addition to the 10 year factory warranty on the
window and glass, H-Window offers a 10 year installation warranty.
The H-Window operation also will allow persons with little hand strength or decreased
mobility the option to open and close their unit windows.
Is the project within the proposed budget?
Yes. Our estimate for the project prior to receiving bids was $250,000 to $275,000. The
HRA has received an allocation $200,000 from Hennepin County and 2009 Capital
• Funds from HUD of $89,160. These two sources will provide the funds to complete the
window replacement for the entire building.
Is the bid from Crossroad Construction a responsible bid?
Yes. Crossroads has completed and submitted all the requested components with their
bid. Following the contract award, HRA staff will execute a contract and the additional
Hennepin County and Federal (HUD) forms. Crossroads also completed the first floor
modernization at Dow Towers in 2008 and were responsive to the HRA's needs and
timely in completing the work.
Alternatives
The HRA has the following alternatives to consider:
1. Approve the action as recommended by staff. This will allow the HRA to enter into a
contract with Crossroad Construction, Inc., for $263,360.
2. Continue for additional information.

RESOLUTION FOR AWARD OF BID
DOW TOWERS WINDOW PROJECT
BE IT RESOLVED BY THE HOPKINS HRA OF HOPKINS, MINNESOTA, that the
bid from Crossroads Construction, Inc., in the amount of $263,360.00 is the most
complete and responsible bid of the selected window for pow Towers, and the HRA
Executive Director is hereby authorized and directed to enter into a contract with said
bidder for and on behalf of the Hopkins HRA.
Adopted by the Housing and Redevelopment Authority of the City of Hopkins, Minnesota,
this 6 th day of October 2009.
