2009 AMERICAN RECOVERY AND REINVESTMENT ASSISTANCE .
Proaosed Action
Staff recommends adoption of the following motion: Adopf Resolution 460, authorizina
HRA Chair and Exec�tive Director to accept and use the ARRA funds. '
With approvaf of this motion, HRA Board Chair and the Executive Director wili
implement the proper planning and procurement process to utilize the $128,120:the
HRA received in ARRA funds.
Overview
l"he HRA was notified shortly after the passage of the 2009 American;Recovery and�
Reinvestment Assistance Acf that the package included funds for public housing capital
projects. Specifically, the stimulus funds were provided to the HRA in accordance with
AARA regWlations that are slightly different than our current capital fund procedures.
The grant must be fully obligated within one year and expended in less than three
years.

The deadlines to submit an HRA Board approved Resolution and related paperwork is

RESOLUTION NO. 460
RESOLUTION AUTHORIZING ACCEPTANCE AND USE OF 2009 AMERICAN
RECOVERY AND REINVESTMENT ACT ASSISTANCE.
WHEREAS, the Housing and Redevelopment Authority In and For the City of
Hopkins, Minnesota, (the "Authority") operates a Low Rent Public Housing Program;
and
WHEREAS, the Authority, and the Department of Housing and,Urban
Development have entered into a Capital Fund ACC Amendment for the American
Recovery and Reinvestment Act for the purpose of carrying out capital activities at Dow
Towers;
NOW, THEREFORE, BE IT RESOLVED, that the Authority Board of
. Commissioners hereby authorizes the Authority to accept 2009 ARRA funding and
authorizes the proposed uses of such funds.
