BACKGROUND
In way of brief background the planning work thus far has included an Alternatives
• Analysis completed in 2006, selection of a consultant for the Draft Environmental
Impact Statement work (HDR, Inc.) and completion of the DEIS scoping report. The
DEIS work began with the scoping process - this was completed in December 2008.
This scoping process included significant public outreach and outside agency input and
resulted in hundreds of comments on the proposed LRT alternatives. The scoping
report was published and a copy is available at City Hall. In addition to the many
project impact conce'rns, the scoping process also resulted in a new alternative LRT
route into downtown Minneapolis - alt 3C (11th/12th St sub-alternative). So, there are
now four LRT route alternatives: 1A, 3A, 3C and 3C with 11fh/12th Streets sub-
alternative - see attached route maps.
CURRENT STATUS
Currently, the project team is involved in an evaluation of the four alternatives with the
goal of selecting a locally preferred alternative (LPA) by this summer/fall. The LPA
selection is done so that the bulk of the DEIS work can be focused on a single route,
saving substantial cost. The screening of alternatives will include considering the
impacts of changes since the AA was complefed in 2006, i.e. Twins stadium, Nicollet
Mall opening to traffic, United Health development in Eden Prairie, Cargill campus
development, new ridership forecasts from Met Council based on Comprehensive Plan
updates. The selection of the LPA will be a process wherein each alternative will be
assessed using criteria and measures within four basic categories: planning
• compatibility, performance, environment and other factors. The alternatives will be
scored based on several criteria and measures within each category. The highest
ranked alternative will be recommended as the LPA. The SWLRT Technic��l Advisory
Committee will work with the County Project Manager and the consultant to complete �
the analysis and then make a recommendation to the Policy Advisory Committee. The
PAC will consider and discuss all the information and forward their recommer�dation to
the HCRRA. Upon HCRRA approval, the Metropolitan Council will then hold a public
hearing to add the LPA to the region's Transportation Policy Plan.
At its April 30 meeting the TAC is scheduled to review and discuss feedback from the
consultant, HDR, on the environmental criteria.
PUBLIC OUTREACH

A short article to update residents on the project status is planned for the Ma�/ Nopkins
Highlights and subsequent issues as the LPA selection process unfolds.
FUNDING
The project received $534,000 in the FY 2009 Federal Appropriations Bill
There is a FY 2010 request for $9M for preliminary engineering + a State Seriate
Bonding Bill request for $5M. The preliminary engineering cost is estimated <�t $35M - ������
there is a 50% Federal reimbursement.

1.0 INTRODUCTION
1.1 Background
The Alternatives Analysis (AA) for the Southwest Transitway Project identified three light rail
transit (LRT) alternatives (LRT 1A, 3A and 3C) for further evaluation in the Draft Environmental
Impact Statement (DEIS) Process, during which the Locally Preferred Alternative (LPA) would
be selected. The intent was to include an analysis of the critical environmental resources issues �
prior to selection of the LPA.
The Southwest Draft Environmental Impact Statement process began in September 2008 with
initiation of the National Environmental Policy Act (NEPA)/Minnesota Environmental Policy Act
(MEPA) Scoping process. During the Scoping comment period, a variation of the LRT 3C
alternative was recommended for inclusion in the DEIS. Under the LRT 3C (11th/ 12th Sub-
Alternative), the Southwest LRT line would operate from Eden Prairie to downtown Minneapolis
via the Opus/Golden Triangle area, the HCRRA property through Hopkins and St. Louis Park,
the Midtown Corridor to the vicinity of Nicollet Avenue. At this point the sub-alternative would
us.e either Blaisdell/LaSalle Avenues or 1 st Avenue in a cut-and-cover tunnel from the Midtown
Corridor to Franklin Avenue. North of Franklin the sub-alternative would operate on street to the
vicinity of 11th/12th Street where it would turn west operating as a one-way pair between
Nicollet Mall and Royalston Avenue. At Royalston this sub-alternative would use the same
routing as the LRT 1A and LRT 3A alternatives which interline with the Hiawatha LRT line on
� 5th Street through downtown Minneapolis.
In January 2009, the Southwest Technical Advisory Committee (TAC) and the Southwest Policy
Advisory Committee (PAC) recommended that the LRT 3C (11 sub-alternative) be
included in the Southwest DEIS. On January 27, 2008, the Hennepin County Regional Railroad
Authority (HCRRA) accepted the Southwest DEIS Scoping Summary Report which included the
TAC and PAC recommendation.
1.2 Purpose
The purpose of this memorandum is to document the methodology proposed for evaluating the
LRT alternatives in order to identify the Locally Preferred Alternative (LPA) in a manner that is
consistent with the FTA New Starts 5309 process. The LPA will be the Build Alternative for
evaluation in the Draft Environmental Impact
Statement. This evaluation is intended to provide the data necessary to recommend an LPA for
consideration by the Southwest Policy Advisory Committee (PAC) and the Hennepin County
Regional Railroad Authority (HCRRA). The LPA selection process will focus on:
O Providing the best mobility benefit.
O Avoiding or minimizing adverse environmental impacts.
O Avoiding or minimizing the costs of mitigation.
O Maintaining consistency wiih adopted local and regional land use and transportation plans.

O Providing a mobility solution that has capital and operating/maintenance costs that ��re
commensurate with the transportation benefit derived from the improvement.
O Supporting economic development.
2.0 EVALUATION METHODOLOGY
To identify the LPA, each alternative will be assessed using the measures defined in this
memorandum. The evaluation categories are:

The alternatives will be ranked to determine which one best meets the Purpose and Need for
the Project and the highest ranked alternative will be recommended as the LPA. Each c►f the

3.0 DELIVERABLES AND NEXT STEPS
The results of the evaluation for each criteria category will be summarized and presented in
individual technical memoranda. The technical memorandums for each of the evaluation criteria �
will be included in the final LPA Report.
Based upon the evaluation of each category, LRT alternative(s) or segments of alternatives will
be recommended for dismissal from further evaluation in the DEIS.
Alternatives or segments of alternatives may be proposed for discontinuation from further
evaluation due to any of the following reasons:
O Inconsistent with the Purpose and Need for the Project
O Represents potential significant impacts that would require substantial costs to mitigate '
O Would result in avoidable adverse impacts
O Does not provide mobility improvements equivalent to other alternatives
The combined impacts identified during the evaluation and potential mitigation measures will be

Since 2002, a proactive and comprehensive public involvement program has been
an integral part of the planning for a light rail line to serve the southwest part c>f the
Twin Cities metro area. The Southwest LRT project staff and policy leaders hav�� met
! innumerable times with neighborhood, community, and business groups, distributed
j proj�ct updafes and newsleiters, held more than 25 open house presentations, and
worked with the local media to increase awareness about the project and fio provide
plentiful opportunities for public input,

The Scoping Process resu(ted in the inclusion of the LRT 3C (11 t"/12�h sub-alternative)
' into the formal DEIS process. To ensure that those potentidlly affected by the r�ew sub-
' alternative are informed, targeted outreach to the neighborhoods and businesses is

Public Radio in early March regarding the Southwest LRT project.
