The meeting on Tuesday, December l lth will bring together the Zoning and Planning Commission and the
City Council to review a number of items including:
■ The project schedule
■ Background information including goals and policies, community meeting results and the
SWOT analysis
■ Land use issues
■ Housing requirements �
The project schedule, land use issues and housing requirements are addressed in this memo. Background
information is included in your ineeting packet under a separate cover.
• Proiect Schedule
A revised version of the Hopkins Comprehensive Plan Update schedule is attached. The schedule
identifies the tiinelines for each of the primary plan components and shows tentative meeting dates for the
" Zoning and Planning Coinmission, City Council, Ad-Hoc Committee, Park Board and community
meetings. All Ad-Hoc Committee meetings are held in conjunction with the Zoning and Planning
Coinmission. The revised schedule also delineates preparation responsibilities for sections to be completed
by City staff and those to be completed by HKGi. In many cases, the actual preparation of portions of the
plan will be a collaborative effort.
At the meeting on Tuesday evening, we will review the schedule and briefly discuss the community
meetings that are scheduled for ApriL

Land Use
The land use discussion at the upcoming meeting will involve three principal components: 1) sites and
parcels that present issues and/or opportunities for change, 2) corridors likely to see change and 3)
opportunities in identified future LRT station areas. Sites throughout Hopkins that either present land use
issues or opportunities for change are identified on the accompanyiiig map. In the case of eacli area, we
will review the existing land use in and around each site and discuss possible changes between 2007 and
• 2030. In some cases, preliminary plans have been offered for various parcels. In others such as the landfill
area, very little future planning has been done.

The accompanying map also includes three corridors that need to be addressed in the Comprehensive Plan '
update. The Shady Oak Road corridor along the common boundary with the City of Minnetonka is an area
currently being considered for redevelopment due to road reconstruction likely to occur within the next 5
years. Similarly, Blake Road is a corridor that was addressed in a very cursory manner in the past and has
been the subject more recently of a study funded by the Wilder Foundation. Results of the Comprehensive
Plan community meetings showed that the Blake Road corridor is an area of primary coneern to Hopkins'
residents due to pedestrian safety, crime and aesthetics. The third corridor to be addressed is the western
portion of Excelsior Boulevard from the intersection of Shady Oak Road eastward to 11�' Avenue. The
roadway portion of this corridor was reconstructed in the early 90s greatly improving traffic movemet�ts
along the route and improving aesthetics within the right-of-way. Very little change has occurred outside
of the right-of-way area.
Land use discussions along this portion of Excelsior Boulevard are likely to primarily address the south
side of the road with many of the parcels being located in the City of Minnetonka. Obviously Hopkins
can't mandate changes to the Minnetonka properties but it can work cooperatively with Minnetonka and its
plan update process to advocate long-term changes in the area.
Many of the properties along this portion of Excelsior Boulevard may be impacted by future transit
improvements. At the meeting on Tuesday, we'll also review the outcome of the Hopkins Station Area
Plan that was completed in October of this year and outline alternative approaches for potentially
addressing the long-term use of properties that have reasonable proximity to LRT stations.
• We expect to complete the land use portion of the Comprehensive Plan update in mid January.
Housin� Requirements
The Metropolitan Council's projections for Hopkins call for an increase iii households from 8,359 in 2000
to 9,000 in 2030. That� increase forms the basis for Hopkins' goals for providing affordable housing. The
specific affordable housing calculations are included on the next page of this inemo. At the ineeting on
Tuesday, we would like to begin the discussion on housing focusing on the city's affordable housing goals
and building an understanding about what defines affordable housing. We expect to complete the draft of
the housing portion of the Comprehensive Plan in mid January.
