HEATING AND VENTILATION UPGRADE
Proposed Action
Staff recommends the following motion: "Move that Council adopt Resolution 2012-017, Resolution Approving
Plans and Specifications, Hopkins Activity Center HVAC upgrade and authorizing advertisement for bids."
Overview
Our goal is to upgrade our buildings to assure the most reliable and cost effective way of heating and cooling.
The upgrade at the Hopkins Activity Center will provide a system that will provide a economical and low
maintenance solution to its existing low pressure steam system and aging air conditioning system. The plans are
substantially complete and staff now seeks final design approval and authorization to continue to the bidding
phase of the project.

Scope of Improvements
Heating and Ventilation Upgrades
Background: The Hopkins Activity Center is located within a building that was constructed as an addition
to Hopkins Jr High School in 1956. The original school building was constructed in 1951. The City of
Hopkins acquired a portion of this addition in 1981 when the school was closed. When it was converted to a
Community Center in 1981 (name changed to Activity Center in 1990) a new low pressure steam boiler was
installed to separate it from the heating plant used by the remainder of the building. When the new boiler
was installed they utilized the existing pipes and radiation units to provide heat to the Community Center.
In 1988 air conditioning was added to the gymnasium and open areas. In 1990 the Activity Center was
remodeled and air conditioning was added to the remaining parts of the building. The Historical Society
area was cooled by a window AC unit.
Current project: The proposes project will abandon the existing low pressure steam system and replace the
existing AC units with combined heat and air conditioning units and install several new roof top HVAC
units in several of the areas.
The new system will provide an economical and easily maintained system and provide increased ventilation
to all areas of the building. Upgrading the outside air ventilation into the building will result in a more
comfortable, fresher indoor air quality. Unfortunately, heating and cooling this new ventilation air takes
energy which results in very little energy savings for the building and precludes qualifying for energy saving
grants. The city will receive $3-$4,000 in energy saving equipment rebates from CenterPoint Energy and
Xcel Energy.
Included in the original budget were upgrades to the existing kitchen to bring it up to current code
requirements. The needed improvements to the kitchen area will considered at a later date due to the
complexities of updating the kitchen area, including the need to match HVAC needs to the specific kitchen
uses and equipment. Activity Center staff is working with a design team on potential future uses of this
space. When we have an understanding of how the kitchen and adjacent area will be used and configured,
we can then design what is required by code to bring it up to current standards. There is also an opportunity
for grant funds to offset some of the proposed improvements to a future kitchen/dining area. The original
budget for this project included a new grease/ventilation duct and hood for the cooking area, separate
ventilation system for the existing dishwasher and a makeup air system for both ventilation systems,
installation of a grease trap to prevent grease from entering the sewage system and relocation of the existing
janitor closet to facilitate the new makeup air unit.
Replacement of the existing kitchen grease/ventilation duct will involve work inside one of the apartments
above the Activity Center kitchen area in the Raspberry Ridge apartment complex. We have contacted the
Raspberry Ridge owners and they are willing to assist to make this project possible.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS - HOPKINS ACTIVITY CENTER HVAC UPGRADE
CITY PROJECT NO. 12-07
WHEREAS, in accordance with the City's 2012-2016 capital improvement plan, plans
and specifications were developed for upgrading the heating, ventilation and air conditioning
system at the Hopkins Activity Center, and
WHEREAS, plans and specifications for City Project No. 12-07 have been prepared by
BARK. L Consulting Engineers and have been presented to Council for approval, and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. Such plans and specification, a copy of which are attached hereto and made a part
hereof; are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such
improvement under such approved plans and specifications. The advertisement shall
be published three times, at least three weeks before date set for bid opening, shall
specify the work to be done, shall state that bids will be received by the clerk until
10:00 a.m., on the 8th day of May, 2012 at the City Hall and that no bids shall be
considered unless sealed and filed with the clerk and accompanied by a certified
check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of
such bid.
3. The clerk and public works director are hereby authorized and instructed to receive,
open and read aloud bids received at the time and place herein noted, and to
tabulate the bids received. The Council will consider the bids and award of contract
at the regular City Council meeting of May 15, 2012 in the Council Chambers.

Justification
Existing Low presuujre Steam Boiler is 30 years old (198 1) the supply piping for this Boiler are 60 years old. The
supply piping is located in tunnel around the perimiter of the Building. Life of existing steam pipe is a concern. Cost of
replacing pipe in a confined space would be costly. Existing Rooftop units for Gymnasium are 24 years old and need
replacement. Upgraded system will allow better control of HVAC systems and reduce Energy costs. Existing Kitchen
would be modified to meet current regulations.
Engineering study completed early in 2011 and used to justify costs and needs.

Budget Impact/Other
Risk of Major failure of 60 year od steam supply lines is a major concern. Repairs would only be temporary and costly.
Steam Boiler is only source of Heart for Building. Existing Equipment has exceeded its expected life.
