PUBLIC HEARING — SALE OF LAND
Proposed Action
Staff recommends adoption of the following motion: Open the public hearing on
the sale of land between the Hopkins Housing & Redevelopment Authority and
Klodt Development LLC and continue to a future date.
Overview
As planning for the SW LRT progressed, the vision of 8th Avenue as the
connector from the SW LRT station on Excelsior Boulevard to Mainstreet has
solidified. In order for 8th Avenue to be a gateway, the uses along and design of
8th Avenue must be transformed in to an inviting pedestrian, bike, and automobile
corridor. A key site along this corridor, the Park Nicollet clinic, became available
when the clinic was closed in August of 2009.
The HRA entered into an option to purchase the property. A request for
proposals went out in June of 2010 and in March 2011 Klodt Development was
selected as the developer for the site. The City of Hopkins secured a portion of
the funds necessary to purchase the property through grant funds, and the HRA
exercised the option to purchase the property.
During closing on the property, Hennepin County required that the property be
bought by the City of Hopkins rather than the HRA. As a result, the City of
Hopkins will need to transfer title to the HRA through a separate action.
Therefore, it is being recommended that the public hearing on the sale be
opened but continued until the logistics are worked through.
Primary Issues to Consider
The public hearing on the sale has been published so it is appropriate for the
HRA to open the hearing for comments but continue the hearing until a future
date, expected to be June 5, 2012. At that time, the purchase and development
agreement outlining the terms of the transfer will be considered.
