CR2012-040 Resolution of Support - Tax Base Revitalization Account for the Former Lutheran Digest PropertyNS April 26, 2012 HOPKICity Council Rpt 2012-040 RESOLUTION OF SUPPORT - TAX BASE REVITALIZATION ACCOUNT FOR THE FORMER LUTHERAN DIGEST PROPERTY Proposed Action Staff recommends adoption of the following motion: Approve Resolution 2012- 027 to the Metropolitan Council Tax Base Revitalization Account for the former Park Nicollet/Lutheran Digest properties Phase 213. Overview Klodt Development, the selected developer for the former Park Nicollet Clinic site, has recently executed a purchase agreement for the former Lutheran Digest property at 31 9X Avenue South. The property will be included in the proposed redevelopment project that will construct approximately 162 residential units and 4500 square feet of flex retail space. In order to access grant funds to pay for environmental investigation on the Lutheran Digest property, the developer has requested City of Hopkins support for the application. The addition of the Lutheran Digest property will allow for a larger project and one that uses the land most efficiently. This is in line with the City's goals of creating additional housing options in the downtown to support both area businesses and future SW LRT ridership. Primary Issues to Consider Supporting the application for grant funds does obligate the City of Hopkins to be the administering entity. Our staff is familiar with that role and has successfully administered many environmental clean-up grants in the past. anning & Development Financial Impact: $ 0 Budgeted: Y/N Source: Related Documents (CIP, ERP, etc.): Notes: CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2012-027 RESOLUTION AUTHORIZING APPLICATION TO THE METROPOLITAN COUNCIL TAX BASE REVITALIZATION ACCOUNT FOR THE FORMER PARK NICOLLET/LUTHERAN DIGEST SITE PHASE 2B WHEREAS the City of Hopkins is a participant in the Livable Communities Act's Local Housing Incentives Account Program for 2012 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Tax Base Revitalization Account; and WHEREAS the City has identified a contamination clean-up project within the City that meets the Tax Base Revitalization Account's purpose/s and criteria; and WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project and grant administration; and WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract grant agreements; and WHEREAS the City finds that the required contamination cleanup will not occur through private or other public investment within the reasonably foreseeable future without Tax Base Revitalization Account grant funding; and WHEREAS the City represents that it has undertaken reasonable and good faith efforts to procure funding for the activities for which Livable Communities Act Tax Base Revitalization Account funding is sought but was not able to find or secure from other sources funding that is necessary for cleanup completion and states that this representation is based on the following reasons and supporting facts: No other funding source identified for this activity BE IT FURTHER RESOLVED that, if the City is awarded a Tax Base Revitalization Account grant for this project, the City Council of Hopkins, Minnesota, acknowledges it will be the grantee and agrees to act as legal sponsor administer and be responsible for grant funds expended for the project contained in the Tax Base Revitalization grant application submitted on May 1, 2012.
