Re: 2013 Street Reconstruction Project
This memo discusses the schedule and scope of the 2013 Street Reconstruction
Project. As we have discussed in the past, the public hearing dates around the
Thanksgiving/Christmas holidays is not an ideal time for residents. In response to
this issue, we are proposing a revised schedule for all future reconstruction projects.

The advantage of this schedule is twofold. First, the hearings are away from the
holidays, which should make them more convenient for the public. Second, bid
prices should be better as most contractors will not have a lot of work lined for the
next year.
The only other consequence of the schedule is the assessment pre -payment issue.
As a recap, property owners have 30 days from the Assessment Hearing to pre -pay
their assessments without interest. This period can be extended, but then all of the
assessments would be interest free until a date set by council.
We are recommending that Council set a date of June 1, 2013 for interest to begin
accumulating. The longer period to pre -pay should encourage more property owners
to pre -pay. The interest lost if nobody pre -pays would be about $8,000 based on the
2012 project, however, the any pre -pays that we do get, allow us to borrow less. All
in all, we think an extended pre -pay period will benefit the City.
Finally, the 2013 Street Improvement project is schedule for the South Presidential
Neighborhood. The preliminary cost estimate for this project is larger than can be
reasonable budgeted for in a single year due in large part to the extensive utility
replacement. We are recommending a two year project as was done with the Park
Ridge Neighborhood in 2009 - 2010. We also recommend adding West Park Road
to this project as it will be impacted the Shady Oak Road construction in 2014. The
total budget for these two years of construction would be approximately $6 Million.
