Minutes for the May 1 Council MeetingA regular meeting of the Hopkins City Council was held on May 1, 2012, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell, Council Members Cummings, Gadd and Halverson. Also, present
were staff members Elverum, Genellie, Mornson, Reynolds, Stadler and City Attorney Jeremy
Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:35 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were no comments.
III. PRESENTATION
Mayor Maxwell proclaimed May 1, 2012 Hopkins Girls State Basketball Championship Day,
thanking the players and coaches for their time and efforts.
IV. REPORT
Update on Maetzold Field
Mr. Stadler updated the Council on the improvement project at Maetzold Field. Mr. Stadler gave
an overview of the funding for the project and the scope of improvements which include lighting
& electrical upgrades, converting an existing field to Little League standards, upgrading
irrigation & drainage, installing new batting cages and a pedestrian access off of 12th Avenue
North. Mr. Stadler gave an overview of the work completed to date, project schedule and budget.
The project is scheduled for completion in July.
Council thanked the Park Board, Hopkins Area Little League Association and Public Works
Department for their time and efforts on the project.

Mr. Genellie addressed Council regarding Consent Agenda item #4. The Charter Commission
has reviewed the changes to the city charter.
Ms. Elverum addressed Council regarding Consent Agenda item #5. Ms. Elverum gave an
overview of the grant fund applications and will keep Council updated.
There was discussion by Council regarding the City administration of the grant funds and the
funding time periods.
Chief Reynolds addressed Council regarding Consent Agenda item #7 & 98. There have been no
wording changes since the first reading and no comments from residents. There was discussion
by Council regarding communicating the ordinance to residents through the local media and the
Hopkins Highlights.
The Hopkins Jaycees representative addressed Council regarding Consent Agenda item #6. The
temporary license is for the Mainstreet Days Jaycees Beer Garden. The Jaycees gave an update
on events happening at Mainstreet Days on May 19`', 2012.
Council Member Halverson moved and Council Member Gadd seconded a motion to approve
the Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye;
Council Member Gadd, aye; Council Member Halverson, aye; Mayor Maxwell, aye. The motion
carried.
VI. NEW BUSINESS
Approve Resolution 2012-023, Establishing New Legislative Policy 95G, Athletic Field Use
Policy (CR 2012-037)
Mr. Stadler addressed the Council regarding the new legislative policy that classifies how the
athletic fields are used and maintained. The biggest change will involve Hopkins Area Little
League being responsible for paying the energy costs for lighting of their dedicated fields. This
change has been discussed with the Hopkins Area Little League organization. The Park Board
has reviewed the policy.
There was discussion by Council regarding informal playfields and the park hours of usage.
Council Member Gadd moved and Council Member Halverson seconded a motion to adopt
Resolution 2012-023, Establishing New Legislative Policy #5G, Athletic Field Use Policy. A
poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye;
Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried.

• Cinco de Mayo event at Burnes Park on Sunday, May 6, 2012.
• Mainstreet Days on Saturday, May 19, 2012.
• City of Hopkins has received the official designation as a "Playful City USA"

VII. ADJOURNMENT
There being no further business, Council Member Halverson moved and Council Member
Cummings seconded a motion to adjourn the meeting. The meeting was adjourned at 8:05 p.m.
