RESOLUTION NO. 78-2656
RESOLUTION AUTHORIZING THE MAYOR AND CITY
MANAGER TO SIGN AGREEMENT WITH HENNEPIN
COUNTY FOR IMPROVEMENT OF CSAH NO. 20.
WHEREAS, it is necessary and desirable to improve CSAH 20, (Blake
Road North) within the Hopkins City Limits.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Hopkins that the Mayor and City Manager are hereby authorized to sign an
Agreement with Hennepin County for the improvement of CSAH 20, (Blake Road North)
within the corporate limits. Specifically the Agreement shall be No. PW 50- 01 -77,
a copy of which is on file with the CityClerk.
Passed and adopted by the Council of the City of Hopkins, Minnesota, at
a regular meeting held the 7th day of February 1978.

AMENDATORY AGREEMENT
1 This Agreement, between the Hopkins Municipal Employee Association and
the City of Hopkins, shall make certain spdments in the existing contract
(signed February 16, 1977) between these parties. The intent of these amendments
is to carry the existing contract (as a :.naffed) to December 31, 1978, or until such
time thereafter as a new Agreement beco : s effective.
These amendments are as follows:
a) Replace Article XII with a ew Article XII, attached.
b) Replace Article XVIII with - neiw (signed) Article XVIII, attached.
c) Replace Appendix II (Classi 'ications and Wages) with a new
Appendix II, attached.

Article XII - INSURANCE
The EMPLOYER will contribute up to a , ' -ximum of Seventy -five dollars and
forty -four cents ($75.44) per month per a 'yloee for group health and life insurance,
including dependent coverage, beginning wi the January 1978 insurance premium and
through the premium covering the month of De mber 1978.

Article XVIII - DURATION
41 This AGREEMENT shall be effective as of January 1, 1978, and shall remain
in full force and effect until the thirty -first (31st)day of December 1978, or
until such time thereafter as a new Agreement becomes effective. In witness

of February 1978.

WHEREAS, it has become necessary and cesirable to amend the Labor Agreement
1 regarding Dispatchers and Camnunity Service Officers between the City of Hopkins
and Minnesota Teamsters Public and Law Enforcement Employees Union, Local No. 320,
signed April 19, 1977.
IT IS HEREBY AGREED TO:
Add ARTICLE III - 3.14 LUNCH BREAK: A period during the scheduled shift during
which the employee remains on continuouE dt4.ty and is responsible for assigned duties.
ADD ARTICLE XVII - 17.3 The EMPLOYER'S insurance contribution shall be the same
for 1978 as in 1977. 1
ADD ARTICLE XII - 12.4 - Time owed due to s shall be designated as "training
tine "'and shall be expended at straight-time rate for training functions. Owed -time
. hours expended for any purpose other than training, shall be expended at a rate of
one and one -half hours for every hour of actual time on duty. Any owed -time used
for purposes other than training are subject to approval in advance by the Super-
intendent.
AMEND ARTICLE III, 3.10 to read - SCHEL E D SHIFT: A consecutive work period in-
cluding rest breaks and a lunch break.
AMEND WAGE APPENDIX AS ATTACHED:
With the above changes, the AGREEMENT signed April 19, 1977, shall remain in
full force and effect until the 31st day of ' December 1978.

4/ Subject: 1978 Wage Negotiations
' Wage negotiations take up quite a bit of time, and can change quite rapidly.
It has been my practice not to extensively write up and distribute accounts of the
negotiation process, since the initial demands are often at variance with what is
really sought. Those Councilmen who have personally inquired about this year's
negotiation know much of the background, out this report will start at the beginning.
Generally, Hopkins has sought to raise cuilmpensation to match the increase in
the cost of living. This year, the calculation was complicated by a significant
disparity in the Department of Labor cost ofi- living figures. Nationally, the in-
crease was 6.5% for October to October and December to December annual periods.
However, the Minneapolis -St. Paul increase was 7.8% October to October (it is not
calculated in December ). Naturally, the loyee groups contend the settlement
should be the higher of the two at a mini and the Managers attempt to bargain
on the basis of the national figure. The re ult is a compromise, and in the area
generally there has been a strong trend for cash settlements of 6.5% (sometimes less)
with some additional fringe benefits awarded (please see attached summary sheet) .
• Our HMEA employees have voted to accept an offer of 6.5% on wages, an increase
of 5 per hour for those with more than 5 ye s on the job as of January 1, 1978 (we
have 8), and fixing the City's contribution o family insurance coverage at $75.44
(formerly it was at $67.00 for most and $76.9 for same). The total package comes
to almost exactly 7.5 %, which is within our budgetary guideline. This is a fair
settlement, and results (depending on longevity, family status, etc.) on a "spread"
of 6.5% to 7.8 %.
The Dispatchers were negotiating along the same lines, with 6.5% offered in
wages and another 1% in fringes tailored to their wants, when there was same internal
dissention. We then offered their choice of the above, or a flat 7.5% increase. They
rejected both and filed for mediation, but then reballoted and accepted the 7.5%
cash (with no additional fringes). The only other settlements concerned fixing the
current lunch arrangements in the contrac ;, and resolving the use of "training time"
for other matters.
The schedule for supervisors and management employees was based upon the settle-
ments above. Generally speaking, it was sought to award '6.5% plus a fringe benefit
worth 1 %, or (if not feasible) 7.5 %; adjusted of course if necessary on the basis
of merit. One unusual feature of the schedule this year is that four Superintendents
are being added to the schedule at their request (they withdrew from HMEA last year).
They can be distinguished by the double a.st isks by their percentage increases, which
call attention to the fact that each will be receiving fully paid hospitalization in-
stead of the HMEA City contribution - a ben it ranging in value from $231.12 to
$487.92, depending on the plan the person is enrolled in.
I realize that the above procedure is somewhat different from the relatively
wider- ranging raises given previously (last year's ranged fran 1.8% to 9 %), but I
believe this approach yields a fairer result Should replacement be necessary during
the year, I would naturally tend to start new supervision at a lower wage than
that listed.

In addition, the above Supervisors shall have a deferred compensation contribution equal
to 1% of annual pay made in a suitable plan on their alf. A Supervisor within 5 years of
retirement may choose to receive the benefit in cash, instead.
