COMMUr1ITY DEVELOPMENT PUBLIC FACILITY IMPROVEMENTS.
W�iEREAS, Census Tract 233 has been duly designated as a
target area�for Community Development assistance, and
�1�iEREAS, the restoration of certain deteriorated public
improvement�� by assessments is made difficult by the financial cir-
cumstances��f those on fixed incomes, and
V,t�iEREAS, the restoration of these improvements is deemed
necessary fOr the continuation of the City of Hopkins as a safe and
• desirable p}ace to live.
RESOLVES
1. Improvemi�nts restored under the "Public Facilities" program shall
only be �ade on a comprehensive basis - all public improvements
on a participating block shall be brought to an acceptable standard.
2. The expense of sidewalk replacement shall be borne by Community
,
Developm�nt funds.
3. The exper�se of the replacement, repair or upgrading of other im-
provemen�ls shall be borne by special assessments.
4. Any residlential property owner who shall claim to be within Federal
"low-income" standards, and subsequently be found to be within
•
same, sha�l have the special assessments attributed to the "public
faciliti�s" program forgiven, and paid from Community Development
funds. I
5. Efforts s�$�all be made to direct the program first toward those
blocks th��t show interest through the filing of petitions for the
restorati4n of public improvements. However, participation in
the progr will ultimately be decided by the City Council, based
upon cons�derations of health, safety, and welfare.
