Resolution Appointing Election Judges for
the 2012 Primary and General Elections
Proposed Action
Staff recommends adoption of the following motion: Adopt Resolution 2012-044 appointing
Election Judges for the State Primary Election on August 14 2012 and for the Presidential
General Election on November 6, 2012.
Overview
MN Statute 20413.2 1, Subd.2 provides that election judges for precincts shall be appointed by the
governing body of the municipality and that the appointments be made at least 25 days before the
election at which the election judges will serve. Election judges are assigned to precincts based
on availability, party balance and the number required for each precinct. The number of judges
assigned to the precinct is determined by the number of registered voters in it and the history of
new registrations. Although a party balance is required at each precinct to perform certain tasks,
legislation was passed allowing qualified election judges to serve without affiliation to a major
political party. The resolution contains the names of those who indicated a willingness and
ability to serve as an election judge, and appointment by the City Council will allow the judges to
serve for both the Primary and General election. In addition, Hennepin County will be acting on
behalf of the City of Hopkins as a part of our Absentee Ballot Board so they are also named in
the appointing resolution.
In Hennepin County, each city is responsible for training their election judges. To accommodate
this, a total of four 2 '/2 hour paid training sessions are scheduled for the election judges and two
additional 1 hour training sessions for chair and co-chair judges. There will also be training for
the absentee ballot board and the healthcare election judges.
Election expenses for the judges are included in the adopted 2012 budget. Election judge hourly
pay is as follows: $9.50 Election judges, $10.00 for Co -Chair judges and $10.50 for Chair
judges.

RESOLUTION 2012-044
RESOLUTION APPOINTING ELECTION JUDGES FOR THE
2012 PRIMARY AND GENERAL ELECTION
WHEREAS, the Primary Election will be held on August 14, 2012 and the Presidential
General Election will be held on November 6, 2012; and
WHEREAS, as authorized by Minnesota Election Statute 204B.21 subd. 2, election
judges for precincts shall be appointed by the governing body of the municipality no later than 25
days before the election; and
THEREFORE BE IT RESOLVED, by the Hopkins City Council that the individuals
named in Exhibit A, and on file in the office of the City Clerk hereby are appointed to serve as
election judges, absentee ballot board judges, or alternate judges for the 2012 Primary and
General Election; and
BE IT FURTHER RESOLVED, the Hopkins City Council also appoints other
individuals and all members appointed to the Hennepin County Absentee Ballot Board as
authorized under Minnesota Statute 204B.21, subd 2 under the direction of the Hennepin County
Election Manager to serve as members of the Hopkins Absentee Ballot Board; and
BE IT FURTHER RESOLVED, that the City Clerk is with this, authorized to make any
substitutions or additions as deemed necessary.
